The professional title standards for rank III midwives in Vietnam from March 1, 2025, are stipulated in Circular 02/2025/TT-BYT.

On January 9, 2025, the Minister of Health issued Circular 02/2025/TT-BYT stipulating the code and standards for the professional titles of nurse, midwife, and medical technician.

Professional title standards for rank III midwives in Vietnam from March 1, 2025

According to the regulations in Article 9 of Circular 02/2025/TT-BYT, the professional title standards for rank III midwives include:

- Regarding educational qualifications and training standards:

+ Holds a university degree in midwife or higher;

+ Possesses a certificate of training according to the standards for the professional title of midwife, or a medical practice certificate, or a license for medical examination and treatment.

- Regarding professional capability and expertise standards:

+ Has knowledge of the views and guidelines of the Communist Party, policies, and laws on the protection, care, and improvement of people's health;

+ Proficiently performs the list of professional examinations and treatments for midwife practitioners;

+ Understands the principles of primary health care and reproductive health care;

+ Has communication, speaking, and flexible response skills, team working, and independent working skills;

+ Has basic information technology skills and can use a foreign language (or can speak a minority language for public employees working in minority areas) as required by the job position.

In addition, Article 9 of Circular 02/2025/TT-BYT specifies the duties of the rank III midwives, which include:

- Caring for mothers, newborns, patients, and service users:

+ Perform specialized professional tasks in examination and treatment suitable for the professional scope and training level as prescribed by the Minister of Health;

+ Provide care for mothers, newborns, patients, and service users: examine, assess health status of mothers, newborns, patients, determine priority care issues for each subject; plan, implement, and evaluate care results; appropriately prescribe and monitor care;

+ Deploy new techniques in prenatal, intrapartum, postpartum care, gynecology, abortion, family planning, and newborn care.

- Reproductive health care in the community:

+ Plan, examine, and manage pregnancies for pregnant women who cannot come to the healthcare facility;

+ Plan, implement, monitor, and evaluate the examination and care of pregnant mothers during pregnancy and postpartum care of mothers and newborns at home;

+ Manage professional aspects, monitor, and support maternal and newborn healthcare, family planning activities in the community;

+ Participate in primary health care and national target programs.

- Communication, education, and counseling on reproductive health care:

+ Determine the need and content for guidance, health education before, during, and after birth, gynecology, abortion, family planning, newborn;

+ Consult, educate on health before, during, and after birth, gynecology, abortion, family planning, newborn;

+ Advise patients or their families on choosing midwife services as appropriate.

- Use and manage healthcare equipment for midwife care within the assigned professional scope;

- Participate in the field direction on midwife expertise, deploy disease prevention and control when assigned;

- Education and scientific research:

+ Participate in compiling programs, professional documents; develop regulations, standards for midwife expertise; solutions to enhance midwife care quality;

+ Engage in training and fostering in the field of midwife suitable to the level and professional scope for public employees, learners;

+ Preside over or participate in ministerial, provincial, or institutional scientific research;

+ Attend midwife professional workshops and conferences.
