Vietnam: Organizing the sealing of all postage stamps whose availability period expires

Recently, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.

According to Article 26 of Circular 23/2012/TT-BTTTT: “The Ministry of Information and Communications off Vietnam decides on suspension from publication and circulation of postage stamps when there are errors or suspected errors in the stamp design. The Ministry of Information and Communications of Vietnam decides to continue printing the postage stamps subject to suspension from publication if no errors or only minor errors are detected.” The Ministry of Information and Communications of Vietnam also decides to re-release postage stamps subject to suspension from circulation if no errors or only minor errors are detected.

Additionally, Vietnam Post Corporation has the responsibility for recalling and processing postage stamps subject to suspension from publication and circulation due to serious errors, and postage stamps whose availability period expires as follows:

- Vietnam Post Corporation is responsible for temporarily halting the printing of postage stamps subject to suspension from publication or stopping the availability of postage stamps subject to suspension from circulation; conducting recalls, inspections, sealing all related postage stamps and products, reporting, and proposing handling measures for the Ministry of Information and Communications to decide.

- When the availability period of special postage stamps expires, Vietnam Post Corporation organizes the recall, inspection, and sealing of all related postage stamps, proposing handling measures for the Ministry of Information and Communications no later than 60 days from the date the availability period expires.

Furthermore, the Ministry of Information and Communications of Vietnam issues decisions to dispose of postage stamps subject to suspension from publication and circulation due to serious errors, and postage stamps whose availability period expires based on the number of remaining stamps reported by Vietnam Post Corporation.
