Vietnam: Program for issuance of postage stamps must specify the public availability period

On December 19, 2012, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.

According to Article 6 of Circular 23/2012/TT-BTTTT, the Program for issuance of postage stamps in Vietnam includes the following contents:

- Name of the postage stamp series;

- Classification of postage stamps;

- Number of samples of the postage stamp series, postage stamp blocks (if any);

- Issuance date;

- Public availability period in the postal network;

- Issuance form;

- Other related content.

The annual issuance schedule of the Program for issuance of postage stamps in Vietnam is specified as follows:

- The Ministry of Information and Communications of Vietnam annually issues the Program for issuance of postage stamps at least 18 months before the first postage stamp series's issuance date in the issuance program;

- Amendments and supplements to the Program for issuance of postage stamps decided by the Ministry of Information and Communications of Vietnam must be made at least 6 months before the issuance date of the amended or supplemented postage stamp series, except for special cases decided by the Ministry of Information and Communications of Vietnam.

In the special cases mentioned, the Ministry of Information and Communications of Vietnam will provide specific guidance on the implementation process to ensure the quality and time of issuance.

Additionally, the Ministry of Information and Communications of Vietnam issues the postage stamp thematic planning for a phase or for a theme to be issued over many consecutive years or at a certain frequency. Postage stamp thematic planning must ensure the following principles:

- Adhere to the guidelines and directions of the Communist Party off Vietnam and the State regarding historical, economic, political, cultural, scientific, and social fields;

- Emphasize historical, cultural, artistic, and ethical values.
