Vietnam: Postage stamp designs must be placed in packaging with seal label

December 19, 2012, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.

According to Article 11 of Circular 23/2012/TT-BTTTT, the Ministry of Information and Communications of Vietnam decides to organize a national-level postage stamp design competition. The Vietnam Post Corporation actively organizes the postage stamp design competition to select designs for printing postage stamps, except for the national-level competition. The Vietnam Post Corporation is responsible for finalizing the postage stamp designs and the application for approval of the postage stamp designs selected through competitions by the Ministry of Information and Communications.

In addition, if the amendment to the official postage stamp design is necessary, the Vietnam Post Corporation must submit a written report to the Ministry of Information and Communications detailing the necessary changes and explaining the reasons. After obtaining permission from the Ministry of Information and Communications, the Vietnam Post Corporation will proceed with the amendments and submit the amended postage stamp design to the Ministry of Information and Communications for re-assessment and re-approval.

Furthermore, the Ministry of Information and Communications assigns official postage stamp designs to the Vietnam Post Corporation to organize the printing of postage stamps. The postage stamp designs must be placed in appropriate packaging, ensuring that the contents are not visible and are sealed with a label. The handover of the official postage stamp designs must be confirmed by the signatures of the authorized sender and receiver.
