Recently, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.
Vietnam: Postage stamp design must occupy a maximum of 3/4 of the drawing paper area (Illustrative image)
According to Article 9 of Circular 23/2012/TT-BTTTT, the Vietnam Post Corporation is responsible for organizing the design of postage stamp templates for stamp series within the Postage Stamp Issuance Program issued by the Ministry of Information and Communications. The postage stamp design must reflect the content, theme, and creative ideas of the stamp series.
Each postage stamp series must have at least 3 template designs with different content and styles, created by at least 2 authors. The postage stamp design must include the following contents:
- The postage stamp design must be depicted on drawing paper with a weight of 170 g/m2 or more.
- The postage stamp design must occupy a maximum of 3/4 of the drawing paper area, with the remaining part reserved for presentation and approval.
- The minimum size of the postage stamp design must be 4 times the size of the issued postage stamp; the minimum size of the postage stamp block design must be 2.5 times the size of the issued postage stamp block. In cases where the issued postage stamp block contains multiple postage stamp designs with a large size (with the smaller side being greater than 2 times the larger side of the postage stamp design in the block), the minimum size of the postage stamp block design must be equal to the size of the issued postage stamp block. The minimum size of the design for printed postage stamp products must be equal to the size of the issued printed postage stamp products.
- Information about the size of the postage stamp design, postage stamp size, postage stamp block size, reduction ratio, and color indication must be recorded in the top left corner of the drawing paper depicting the postage stamp design.
- The reduced postage stamp design must be equal in size to the issued postage stamp.
