The fee for reissuance of vehicle license plates is VND 100,000/per time/per vehicle

According to Circular 229/2016/TT-BTC stipulating the rates, collection procedures, payment, and management of registration fees for issuing road motor vehicle license plates. Accordingly:

- The fee for reissuing the license plate for cars and motorcycles is VND 100,000/per time/per vehicle (according to current regulations, the reissuing fee is based on the actual cost of purchasing the license plate).

- The fee for replacing the registration certificate without accompanying the license plate for cars and motorcycles is VND 30,000/per time/per vehicle.

- Private cars not engaged in passenger transportation business, and motorcycles moving from low-fee areas to high-fee areas, will apply the new registration certificate fee rates in Section I of the Fee Schedule of the Circular.

- If the area transfer is due to job relocation or household registration transfer, and registration does not involve a change of vehicle owner, and all procedures are complete, the replacement registration certificate and license plate fee in Section II of the Fee Schedule of the Circular will apply.

Fee for certifying captain's professional competence

On November 8, 2016, the Ministry of Finance issued Circular 198/2016/TT-BTC stipulating the fees, collection procedures, payment, management, and use of fees in the field of inland waterways and railways.

The fee rates in the field of inland waterways are stipulated as follows:

- Fee for issuing new or reissuing certificates of captain and chief engineer competence is VND 50,000 per certificate;

- Fee for issuing new or reissuing professional certificates is VND 20,000 per certificate.

Specifically, for certificates of captain, chief engineer competence, and professional certificates using new technology (PET material), the fee is VND 135,000 per certificate.

Deadline for paying airport operation concession fees

Circular 247/2016/TT-BTC stipulating the rates, collection procedures, payment, management, and use of airport operation concession fees was issued on November 11, 2016.

The declaration, collection, and payment of airport operation concession fees are carried out as follows:

- No later than the 20th of each month, the fee payer must pay the fee for flights taking off and landing at the airport managed by the Airport Authority in the previous month.

- Fees are paid directly to the collecting organization or into the temporary fee collection account of the collecting organization at the State Treasury.

- No later than every Tuesday, the collecting organization must transfer the collected fee from the previous week into the temporary fee collection account at the State Treasury.

- The fee rates for airport operation concession remain unchanged from current regulations:

+ Ensuring flight operations: VND 165,000 per takeoff or landing;

+ Airport business: VND 335,000 per takeoff or landing.

Cases exempt from railway infrastructure usage fees

The Ministry of Finance has recently issued Circular 295/2016/TT-BTC stipulating the rates, collection procedures, and payment of railway infrastructure usage fees.

No fees are charged for the use of railway infrastructure for the following purposes:

- Inspection, repair, and maintenance of railway infrastructure;

- Services for flood and storm prevention, and railway rescue and incident response;

- Services for national defense and security needs.

Additionally, the Circular stipulates the railway infrastructure usage fee rate is set at 8% of the railway transportation business revenue.
