The two concepts of title and position are still quite vague both in legal documents and in practical application. To be specific, as follows:
If we pay attention, in the minutes of meetings, it is often recorded: Mr. Nguyen Van A with the position of Head of Department X, Mrs. Nguyen Thi B with the position of Head of Department Y. Then, when we read the news, we see Mr. Nguyen C, with the title Associate Professor - Ph.D. or the title Doctor...
In the Law on Organization of Local Governments 2015, these two concepts are mentioned but not clearly defined. For example, Article 83 prescribes the election of titles of the People's Council, the People's Committee. Meanwhile, Article 84 prescribes the resignation, dismissal, removal of persons holding positions elected by the People's Council.
Thus, it can be concluded that:
- Title refers to the work, academic degree of an individual; it pertains to professional work and is not associated with specific duties. For example, bachelor, master, Ph.D., doctor, clerk, professor, specialist in various departments.- Position is associated with the duties of a person in an agency, organization. For example: Director, Deputy Director, Chairman of the Board of Directors, Chairman of the Members' Council, Chief, Deputy Chief, Minister, President,...
A person can have both a title and a position, only a title without a position, or a position without a title. For example, Prime Minister of the Government of Vietnam Nguyen Xuan Phuc. He holds the title of Bachelor of Economics from the National Economics University of Hanoi and concurrently holds the position of Prime Minister of the Government of Vietnam.
