This is a notable regulation mentioned in Circular 12/2019/TT-BCA issued by the Ministry of Public Security, stipulating the work of emulation and commendation in the People's Public Security forces.
Those cases not yet considered for awarding commendation titles or forms of commendation for collectives and individuals are listed in Clause 1, Article 2 of Circular 12/2019/TT-BCA as follows:

- Awaiting disciplinary review;- Disciplined but the disciplinary enforcement period has not ended;- Under inspection, examination for signs of violations as decided by competent authorities or there are complaints or denunciations that need to be verified and clarified. If the competent authority concludes that there are no violations, the commendation title and commendation forms will be considered.
This Circular stipulates the time period for reviewing the status of complaints and the results of inspections and examinations for considering commendation titles and forms of commendation as follows:
- For commendation titles: 07 years for the title “National Emulation Soldier”; 03 years for the title “All-People's Public Security Force Emulation Soldier”; 01 year for the title “Grassroots Emulation Soldier”.- For sudden, thematic commendations (or emulation periods): 01 year.- For commendations based on accomplishments and achievements attained: 05 years for the Prime Minister's Certificate of Merit, the Fatherland Defense Medal; 10 years for the Military Exploit Medal; 15 years for the Ho Chi Minh Medal, the Golden Star Medal.- For commendations for contributions: the review is conducted during the period of holding a leadership commander position.
Note, the review period stipulated in this Clause is calculated from the time of proposal for commendation titles and commendation forms and backwards.
