Article 5 of the Draft Decree clearly stipulates the rights and responsibilities of organizations and individuals in exploiting and updating the National Database on Insurance as follows:

Organizations and individuals exploiting and updating the National Database on Insurance have the rights to:

- Access and exploit data about themselves or data they have created and updated into the National Database on Insurance unless otherwise stipulated by law.- Reflect and propose to competent authorities regarding the content of data in the National Database on Insurance.- Use their information and data in the National Database on Insurance to submit or send to agencies, organizations, or individuals upon request when performing administrative procedures or social activities.- Receive instructions on how to exploit and interact with the National Database on Insurance.

Organizations and individuals exploiting and updating the National Database on Insurance have the responsibilities to:

- Be responsible for the accuracy of the information provided for updating into the National Database on Insurance.- Fully comply with the provisions and instructions of competent authorities when exploiting from the National Database or providing information to be updated into the National Database on Insurance.- Be legally responsible for violations of the provisions of this Decree and related laws.

Additionally, the draft decree stipulates the prohibitions in the construction, collection, updating, maintenance, management, exploitation, and use of the National Database on Insurance as follows:

1. Damaging the information infrastructure system or obstructing the stable, continuous operation and maintenance of the National Database on Insurance.
2. Illegally accessing to perform acts of falsifying, altering, deleting, or destroying data in the National Database on Insurance.
3. Exploiting data not belonging to oneself without the consent of the data owner or without authority as stipulated by law.
4. Illegally providing information in the National Database on Insurance or exploiting the provision of information for profit.
5. Using information exploited from the National Database on Insurance for improper purposes.
