On September 4, 2020, the Ministry of Education and Training issued Circular 28/2020/TT-BGDDT promulgating the Charter for Primary Schools.

The charter issued together with Circular 28/2020/TT-BGDDT stipulates the facilities and educational equipment of primary schools. Specifically, as follows:

Regarding the facilities of primary schools

The school's infrastructure and technical facilities system ensure to meet at least the minimum Standard of facilities as regulated by the Ministry of Education and Training. For multi-level general schools including the primary level, the primary level facilities must at least meet the minimum Standard of facilities of multi-level general schools.

- The school is responsible for developing specific plans and roadmaps to enhance investment in facilities to maintain and improve the Standard of facilities and submit them to the competent authority for approval.- The school is responsible for managing and effectively using the current facilities, avoiding waste. Periodically, there should be plans for renovation and upgrading of facilities according to regulations. Do not put into use facilities that have expired until they are renovated or repaired.

Regarding the educational equipment of primary schools

- Schools are equipped with sufficient educational equipment, organizing and effectively using educational equipment in teaching and learning as regulated by the Ministry of Education and Training.- Teachers are responsible for using the school's educational equipment in teaching and learning activities; making their own teaching aids according to the content and methods required by the educational program suitable to the local conditions.

Additionally, each school has at least one library organized and operated according to the Standard of school library regulations issued by the Ministry of Education and Training; each school site has a shared bookshelf, and it is encouraged for each class to have a class bookshelf.
