Regulations on the Operation of Securities Trading Organizations

The Minister of Finance is seeking opinions on the Draft Circular guiding transactions of listed and registered for trading stocks, fund certificates, corporate bonds, and covered warrants on the securities trading system.

Draft Circular guiding transactions on the stock market provides regulations on the activities of securities trading organizations as follows:

+ Operating Method: The stock exchange organizes securities transactions according to the centralized matching method and the agreed transaction method based on the following principles:

- The centralized matching method on the trading system must ensure the principle of price and time priority;- The agreed transaction method on the trading system is conducted on the principle that the trading parties mutually agree on and unify the transaction contents.

+ Scope of Operations: The stock exchange organizes securities transactions as stipulated in the Draft Circular, excluding cases of transfer of ownership outside the securities trading system according to securities laws on registration, depository, clearing, and settlement of securities transactions. The stock exchange is authorized to organize mandatory buy-in sessions through the securities trading system.

+ The stock exchange issues the Trading Guidelines Regulation, specifically stipulating:

- Transaction methods;- Trading hours;- Method of determining reference price;- Price fluctuation limits of securities;- Circuit breaker mechanism; types of trading orders;- Correction of orders, cancellation of trading orders;- Execution and elimination of securities transactions;- Temporary suspension of trading, partial or total suspension of trading of a stock code;- Disclosure of information about trading results and other related content after being approved by the State Securities Commission.
