Regulations on Re-evaluation of Results for Promotion in Professional Titles for Public Employees

According to current regulations, public employees who are candidates for promotion in their professional title have the right to submit a request for re-evaluation of the promotion results if they do not agree with the publicly posted promotion results.

To be specific, according to the provisions of Article 13, Chapter II, Regulations on recruitment of officials and public employees, consideration for promotion of professional title for public employees issued together with Circular 03/2019/TT-BNV, within 15 days, from the date of public posting of the promotion consideration results, the candidate for promotion has the right to submit a request for re-evaluation of the promotion results.

Within 15 days from the end date for receiving re-evaluation requests, re-evaluation must be conducted. The Chairman of the Promotion Consideration Council decides to establish a Re-evaluation Committee, excluding members who have participated in the Dossier Appraisal Committee and the Examination and Inspection Committee. The Re-evaluation Committee performs the tasks of appraising, grading dossiers, and conducting inspection and examination through written or multiple-choice tests.

In case the re-evaluation results differ from the initial results, the Chairman of the Promotion Consideration Council arranges for a direct dialogue between the participants in the initial appraisal, grading of dossiers, examination, inspection, and the participants in the re-evaluation (recorded in minutes) to consider and decide the re-evaluation results. The re-evaluation results are the official results of the promotion consideration round. The Promotion Consideration Council for public employees notifies the person who submitted the re-evaluation request.

Note:

- Re-evaluation requests received after the stipulated deadline will not be considered (calculated from the date of submission according to the postmark on the envelope if sent by post).

- Re-evaluation requests sent by email, Fax, Telex will not be accepted.
