Currently, the regulations on public employee recruitment exams have undergone many changes, and to best prepare for the public employee recruitment exam process, everyone should be well aware of the following regulations.
1. Content and Format of Recruitment Examinations
Compared to before, the format of public employee recruitment exams has now been changed to implement the following two rounds of exams:
- Round 1: Multiple-choice test conducted on a computer. In cases where the recruiting agency or unit does not have conditions to organize the computer-based exam, the multiple-choice test will be on paper. The multiple-choice test includes three parts:
+ Part I: General knowledge with 60 questions about public employee law; guidelines and policies of the Communist Party, policies and laws of the State, and basic understanding of the sector and field of recruitment; responsibilities and duties of public employees according to the job position applied for. The duration of the exam is 60 minutes.
+ Part II: Foreign language with 30 questions in one of the five languages: English, Russian, French, German, Chinese, or another foreign language as required by the job position determined by the head of the recruiting agency. The duration of the exam is 30 minutes. For job positions that require foreign language specialization, the candidate is not required to take the foreign language exam in round 1.
+ Part III: Informatics with 30 questions according to the job position requirement. The duration of the exam is 30 minutes. For job positions that require informatics specialization, the candidate is not required to take the informatics exam in round 1. In cases where the exam is conducted on a computer, the multiple-choice test does not include the informatics section.
* Exemption from the foreign language test (round 1) for the following cases:
+ Hold a bachelor's or postgraduate degree in foreign languages;
+ Hold a bachelor's or postgraduate degree abroad or graduate from a foreign language training institution in Vietnam;
+ Candidates for public employee positions working in ethnic minority areas who are ethnic minorities or have a certificate in ethnic minority language recognized by competent authorities.
* Exemption from the informatics test (round 1) for cases with a graduation diploma from an intermediate level or higher in information technology, informatics, or mathematics-informatics.
- Round 2: Professional test
+ Content: Knowledge, capability, skills in the profession and field of the candidate according to the job position requirements.
Within the same recruitment examination, if there are job positions with different professional requirements, the recruiting agency or unit will organize the development of different professional test questions to ensure they meet the job position requirements.
+ Format: Interview, practical test, or written test.
+ Scoring scale (interview, practical test, or written test): 100 points.
+ Duration: Interview for 30 minutes, written test for 180 minutes.

2. Determining Successful Candidates
- Successful candidates in the public employee recruitment exam must meet the following conditions:
+ Have a score of 50 points or more in round 2;
+ The combined score from round 2 and the priority score is higher, taken in descending order within the recruitment quota for each job position.
- In cases where there are two or more candidates with the same combined score from round 2 as prescribed in clause 2, Article 7 of this Decree plus the priority score prescribed in clause 3 of this Article (if any) for the last position to be recruited, the candidate with a higher score in round 2 will be the successful candidate; if it is still undetermined, the head of the recruiting agency will decide the successful candidate.
3. Priority Subjects and Scores in Public Employee Recruitment
With changes to the content and format of public employee recruitment exams requiring two rounds, rules on priority scoring have also changed, specifically:
- Hero of the Armed Forces, Hero of Labor, war invalids, persons benefiting from the invalid policy, type B invalids: awarded 7.5 points added to the result of round 2;
- Ethnic minorities, army officers, police officers, professional soldiers, persons working in cipher units converted to the civil sector, children of martyrs, children of war invalids, children of persons benefiting from the invalid policy, type B invalids, children of persons active in the revolution before the general uprising (before August 19, 1945), children of persons active in the resistance exposed to toxic chemicals, children of Hero of the Armed Forces, children of Hero of Labor: awarded 5 points added to the result of round 2.
4. Fees and Charges
Public employee recruitment fees:
- Fewer than 100 candidates: 500,000 VND/candidate/exam;
- From 100 to fewer than 500 candidates: 400,000 VND/candidate/exam;
- 500 candidates or more: 300,000 VND/candidate/exam.
