The content adjusting the housing development program, planning in the Draft Decree amending and supplementing some articles of Decree 99/2015/ND-CP is as follows:

First, in the case of changes to the national housing development strategy or changes in local socio-economic development planning, or when it is necessary to adjust the content of the housing development program to suit the actual situation of the locality, the provincial-level People's Committee shall organize the construction of the adjustment content and submit it to the People's Council at the same level for approval.

Second, the Department of Construction directly or cooperates with consulting units, district-level People's Committees to build the content of the housing development program adjustment, clearly stating the contents needing adjustment according to regulations for reporting to the provincial-level People's Committee for consideration and comments. After the provincial-level People's Committee gives opinions on the adjustment contents, the Department of Construction completes the draft for the provincial-level People's Committee to submit to the People's Council at the same level for consideration and approval.

For centrally run cities, the provincial-level People's Committee must obtain the unanimous opinion of the Ministry of Construction on the adjustment contents before submitting to the People's Council at the same level for approval.

Third, after the People's Council at the same level passes, the provincial-level People's Committee approves the adjustment of the housing development program. Based on the adjusted content of the Program, the provincial-level People's Committee organizes the construction and adjustment of the housing development planning content to match the adjusted housing development program.

Fourth, the provincial-level People's Committee must publicly post the adjusted housing development program and planning on the provincial-level People's Committee's electronic information portal and the Department of Construction; at the same time, send the housing development program and planning (including the adjusted program and planning) to the Ministry of Construction for public posting on the Ministry's electronic information portal for monitoring and management.
