Procedures for Issuing Personal Identification Numbers in the New Draft Decree (illustrative photo)

The order and procedures for issuing personal identification numbers for citizens who have registered their birth are stipulated in the Draft Decree amending and supplementing certain articles of Decree 137/2015/ND-CP dated December 31, 2015, detailing certain articles and measures for implementing the Law on Citizen Identification as follows:

- Citizens who have registered their birth but have not been issued a personal identification number will have a personal identification number established by the agency managing the National Database on Population based on existing information in the National Database on Population.- Immediately after establishing a personal identification number for the citizen, the agency managing the National Database on Population will send a written notification to the citizen about the established personal identification number as well as the existing information of the citizen in the National Database on Population. If the information of the citizen in the National Database on Population is incomplete, the notification document must request the citizen to supplement the information to the Police department where they reside for updating and correcting the information in the National Database on Population.- If a citizen who has been issued a personal identification number undergoes a gender reassignment, the agency managing the National Database on Population will re-establish the personal identification number for the citizen after they have re-registered their civil status in relation to gender according to the legal provisions on civil status registration. The agency managing the National Database on Population will send a written notification to the citizen about the re-established personal identification number.- The agency issuing Citizen Identification Cards will use the personal identification number established by the agency managing the National Database on Population to issue Citizen Identification Cards according to the provisions of Article 18 of the Decree.
