The purpose of the Plan to organize the appraisal of the National Marine Spatial Planning for the period 2021–2030, with a vision to 2045, is to: concrete the progress and steps to implement the appraisal of the National Marine Spatial Planning for the period 2021 - 2030, vision to 2045; Assign responsibilities to ministries, branches, and localities (through appraisal council members) during the planning appraisal process.

The main tasks, expected progress, and implementation assignments are as follows:

Duties and responsibilities of members of the National Marine Spatial Planning Appraisal Council

**Board members are responsible for:

- Research documents submitted for planning appraisals; prepare written comments at meetings of the Appraisal Council;

- Appraise the contents of the planning according to the provisions of Article 32 of the Law on Planning, including researching and providing opinions on related contents based on the functions and tasks of ministries and branches; units are appointed to represent and contribute opinions on other related issues of the planning to ensure the unity and synchronization of the Planning;

- Be responsible to the Chairman of the Appraisal Council and the Head of the agency for the content of work assigned by the Chairman of the Appraisal Council and be responsible before the law for comments on the Planning;

- Coordinate with the standing agency of the Planning Appraisal Council to review the explanation content and receive appraisal opinions in planning documents and files before the planning documents and files are stamped for confirmation. ;

- Critical members research, evaluate, and report to the Appraisal Council on the entire planning content; carry out responsibilities and powers according to Article 35 of Decree 37/2019/ND-CP of the Government;

- Fully participate in meetings of the Appraisal Council when convened;

- Carry out the assigned tasks in Section 2 of this Plan and other tasks assigned by the Chairman of the Appraisal Council.

**Council members have the right to:

- Request the council's standing agency to provide planning records and documents;

- Reserve your opinion.
