Need to Know: 08 Types of Organizational Structures for Primary Schools from October 20, 2020

Recently, the Ministry of Education and Training has issued Circular 28/2020/TT-BGDDT promulgating the Charter of Primary Schools.

According to Article 4 of the Charter issued together with Circular 28/2020/TT-BGDDT, primary schools and classes are organized according to the following types:

Primary schools are organized into two types: public and private.

- Public primary schools are invested, ensured operational conditions, and represented by the State as the owner.- Private primary schools are invested by domestic or foreign investors and ensure operational conditions.

Primary classes in general education schools with multiple levels, specialized schools include:

- Primary classes in general education schools with multiple levels.- Primary classes in semi-boarding ethnic general education schools.- Primary classes in educational institutions for children with disabilities.- Primary classes in reformatory schools.

Other educational institutions implementing primary education programs:

- Community learning centers;- Classes for children in difficult circumstances who do not have the conditions to attend school, classes for children with disabilities.

In addition, this Circular regulates the delegation of management authority for types of primary schools as follows:

- Primary schools are established and managed by the district-level People's Committee, district-level towns, and cities under provincial jurisdiction (hereinafter referred to as district-level People's Committees). Primary classes, other educational institutions implementing primary education programs such as primary classes in general education schools with multiple levels, specialized schools, and community learning centers; classes for children in difficult circumstances who do not have the conditions to attend school, classes for children with disabilities are established and managed by the competent authority.- The education and training department assists the district-level People’s Committee in performing the state management function on education for the types of primary schools and classes in the area.
