Recently, the Ministry of Labor, Invalids, and Social Affairs is Drafting a Decree on the regulation of the National Insurance Database, which is expected to take effect in 2020.
Methods for Collecting, Updating Information in the National Database on Insurance (Illustration)
Article 8 of the Draft Decree stipulates the forms and methods of constructing, collecting, and updating information in the National Database on Insurance as follows:
1. Collection and updating from specialized databases of Vietnam Social Security:
Vietnam Social Security performs extraction, updating, synchronization, and automatic supplementation of information from specialized databases of Vietnam Social Security to the National Database on Insurance daily for primary data; within a maximum of 2 days for aggregated data from the data warehouse.
2. Direct collection from citizens;
- Citizens provide, supplement, and update information during the process of administrative procedures according to the order, templates, and methods regulated by Vietnam Social Security. Information is directly provided, supplemented, and updated at various levels of social insurance agencies, collection agents, healthcare facilities, or through public postal services.- Vietnam Social Security checks, reviews, and compares the information with the existing data in the National Database on Insurance to decide on updating, supplementing, or replacing the citizen's information in the National Database on Insurance.
3. Collection and updating of data from other sources:
Data sources: National Database on Population; National Business Registration Database; National Database on Social Welfare; Electronic Civil Status Database; Healthcare Sector Database; Credit Information Database; Mobile Subscriber Database; Databases related to participants and beneficiaries of social insurance benefits, unemployment insurance, occupational accident and disease insurance, health insurance of the armed forces; National and sectoral statistical systems; National Public Service Portal; Other national and specialized databases.
Methods of collection:
- Automatic collection: Data source units mentioned in point a connect, update, synchronize, and automatically supplement information as stipulated in clauses 8, 9, 10, 11 of Article 7. The data source management units ensure the quality and accuracy of the information provided for the National Database on Insurance.
- Collection and review and compare with source data:
- Connect, share, update, and supplement information for Vietnam Social Security from the data sources in point a of this clause for the data stipulated in clauses 1, 2, 3, 4, 5, 6, 7 of Article 7.- Vietnam Social Security checks, reviews, and compares the information with the existing data in the National Database on Insurance to decide on updating, supplementing, or replacing the citizen's information in the National Database on Insurance.
- Compare with source data: For data that is not permitted or restricted from sharing according to regulations, data comparison is conducted as follows:
- The unit managing the National Database on Insurance connects the National Database on Insurance with the source data mentioned in point a.- Provide services for the National Database on Insurance to compare data.- Vietnam Social Security bases the results of the comparison to check, review, and compare the information as regulated.
