Draft Law on Forces Participating in Security and Order Protection at the Grassroots Level provides guidance on building forces participating in security and order protection at the grassroots level as follows:

1. Arrangement of Forces, Specifying the Framework of Quantity, Authority in Establishing Forces Participating in Security and Order Protection at the Grassroots Level

- Forces participating in security and order protection at the grassroots level include neighborhood security guard, civil defense, semi-professional commune police concluding their task as commune police to participate in security and order protection, will be unified into a common force named security and order protection force at the grassroots level and will be arranged in hamlets, villages, communes, neighborhoods, hamlet, hamlets, villages, blocks, residential groups, and equivalent residential units in communes, wards, and commune-level towns (collectively referred to as hamlets).- The Government of Vietnam specifies the framework of the number of forces participating in security and order protection at the grassroots level.- The Chairman of the Commune People's Committee decides on the establishment of forces participating in security and order protection at the grassroots level upon the proposal of the Police agency.

2. Supplementing Quantity, Discontinuing Activities in the Security and Order Protection Forces at the Grassroots Level

The supplementing of the number of security and order protection forces at the grassroots level shall be carried out as follows:

- In case of a shortage of members in the security and order protection forces, propose supplementing;- In case members of the security and order protection forces do not complete tasks, are no longer trusted, or violate discipline and law, they shall be discontinued and replaced.

The Chairman of the Commune People's Committee decides on supplementing numbers and discontinuing activities in the security and order protection forces at the grassroots level.
