Full Text of Regulations on Prohibited Actions for Communist Party Members

Hereinafter, Legal Secretary would like to share with everyone the complete regulations on what Communist Party members are not allowed to do. To avoid violations and unnecessary consequences, everyone, especially those who are or are about to become Communist Party members, should pay close attention to these regulations.

FULL TEXT OF REGULATIONS ON WHAT COMMUNIST PARTY MEMBERS ARE NOT ALLOWED TO DO

  1. Speaking, acting contrary to or not implementing the Political Platform, Party Charter, resolutions, directives, regulations, decisions, conclusions of the Communist Party; doing things that the law does not allow.

  2. Providing, leaking, losing, or writing articles, posting secret information, documents of the Communist Party and the State or things not yet permitted to be disclosed; storing, propagating, disseminating or inciting others to propagate, disseminate materials, information in any form to spread viewpoints contrary to the Party’s line and state laws.

  3. Writing articles, publishing false news or articles, accusing, fabricating or determining the crime and sentence before trial, not publishing feedback, correcting as prescribed. Creating, producing, storing, disseminating unhealthy works, literary, artistic works that incite negatively in society; disseminating false articles, memoirs.

  4. Organizing, inciting, participating in factional, divisive activities, causing internal disunity. Taking advantage of speaking, acting in the name of reflecting, contributing opinions to the Party to slander, accuse, insult, arbitrarily comment, evaluate others. Threatening, retaliating against, or persecuting whistleblowers, critics, and those giving feedback.

  5. Making fabricated accusations; writing anonymous accusations or using others' names. Participating with others in writing, signing a single accusation. Organizing, participating in inciting, instigating, bribing, coercing others to file complaints, accusations.

  6. Organizing, participating in associations contrary to law provisions; demonstrating, gathering crowds causing insecurity, disorder.

  7. Party members (including party committee members and party members who are managed officials in the standing committee of the party committee) self-nominate, accept nominations, and nominate positions in state organizations, Fatherland Front, political-social organizations (as per regulations must be introduced by party organizations) when not authorized by the competent party organization.

  8. Bureaucracy, irresponsibility, covering up, falsely reporting, abusing power, corruption while performing duties.

  9. Violating regulations in issues: managing houses, land, properties, capital, finances of the Party and the State; raising capital and lending credit; appraising, approving, bidding projects; implementing social security policies, rescue, relief; inspection, auditing, regulatory procedures in judicial activities.

  10. Interfering and influencing organizations, individuals for self or others to be appointed, nominated, elected, going to study, going abroad contrary to regulations.

  11. Presiding, advising, proposing, participating in issuing documents contrary to regulations. Facilitating or having acts allowing father, mother, wife (husband), children, siblings to exploit one's position and work for personal gain.

  12. Giving, receiving, brokering bribes; brokering administrative procedures or exploiting one's position to broker for remuneration in any form contrary to regulations. Giving, receiving commissions or brokering giving, receiving commissions contrary to regulations.

  13. Falsely reporting, filing false records, declaring personal history dishonestly; declaring assets, income inaccurately; opening accounts abroad contrary to regulations; participating in money laundering activities.

  14. Organizing travels, offering gifts, entertaining to exploit responsible persons leading to issuing wrong decisions, benefiting oneself or the organization, agency, enterprise one participates in.

  15. Using public funds for visits, hospitality, gifting, constructing works, purchasing equipment, means of work, travel, communications exceeding standards, limits or contrary to regulations.

  16. Personally, or having acts allowing father, mother, wife (husband), children, siblings to travel, sightsee, study, receive treatment within or outside the country funded by domestic or foreign organizations or individuals when not permitted by the competent authority.

  17. Organizing, participating in gambling in any form; lending contrary to legal regulations; using drugs; drinking alcohol excessively and other social evils.

  18. Superstitions, engaging in superstitious activities (burning votive papers, practicing as oracles, sorcerers, fortune-tellers). Establishing unauthorized religious temples, shrines; supporting or participating in illegal religions; joining religious organizations set up by unauthorized authorities. Exploiting beliefs for personal gain.

  19. Organizing weddings, funerals, holidays, New Year, birthdays, wedding anniversaries, celebrating longevity, new house parties, promotions, position changes that are extravagant, wasteful or for personal gain.
