To be specific, in Article 31 of the Regulations issued together with Circular 28/2020/TT-BGDDT regarding the conduct and attire of teachers and staff as per the regulations of the education sector and the law, attention should be paid to:

Simultaneously, this Circular changes the provisions of the elementary school regulations in Clause 5, Article 38 of Circular 41/2010/TT-BGDDT, where the action of "using mobile phones during classroom teaching" was one of the actions teachers were forbidden to do.
Thus, this Circular completely abolishes the regulation prohibiting teachers from using phones during teaching in elementary school regulations from October 20, 2020.
Additionally, elementary school teachers who violate the regulations in this Charter will be dealt with according to the law.
