From October 20, 2020, each primary school class must not exceed 35 students

This is a noteworthy content in Decree 12/2012/ND-CP promulgating the Charter of Primary Schools issued by the Ministry of Education and Training on September 4, 2020.

According to Article 16 of the Regulations issued together with Circular 28/2020/TT-BGDDT, which specifically stipulates the organization of classes, class grades, and school locations of primary schools, the details are as follows:

- Primary school students are organized into classes. Each class must not exceed 35 students under the supervision of one homeroom teacher. Each inclusive class must not exceed 02 students with disabilities; in special cases, the principal shall base on actual conditions to arrange and accommodate additional students with disabilities in a class to ensure those with disabilities who have the need and ability to study can attend school.- In mountainous, remote, and especially difficult areas, composite classes may be organized. The number of students and the number of grade levels in a composite class must be suitable to the teaching capacity of the teacher and the actual conditions of the school. A composite class must not have more than 02 grade levels, in special cases, the competent authorities shall decide but not more than 03 grade levels. A composite class must not have more than 15 students.- Classes have a class president and vice presidents. Students in the class are divided into groups, each group has a group leader and a deputy group leader. The class president, vice presidents, group leaders, and deputy group leaders are either self-nominated by students or introduced by the homeroom teacher, elected by students in the class or group, and rotated throughout the school year. The form of class organization is implemented flexibly to suit each student and actual conditions.- Class activities ensure democracy, self-management, and cooperation. Each student is encouraged to actively discuss and participate in building the class, group, and class activity plans with the teacher's support.- Classes of the same grade level are organized into grade sections to coordinate common activities. The ratio of male to female students and class size is balanced among classes within the same grade level.- Depending on local conditions, primary schools may have additional school sites in different areas to facilitate students' attendance. The principal shall assign a vice principal to be in charge of these sites.
