To be specific, Article 14 of Circular 90/2013/TT-BTC stipulates the forms for preparing and reporting the 2014 budget estimates as follows:

For Ministries and Central agencies: Consolidate and report to the Ministry of Finance the state budget estimates (NSNN) according to the forms and time specified in Circular 59/2003/TT-BTC, additional forms (Forms 2, 5, and 11) stipulated in Circular 90/2013/TT-BTC, and forms stipulated in Joint Circular 03/2006/TTLT-BTC-BNV dated January 17, 2006, of the Ministry of Finance and the Ministry of Home Affairs guiding the implementation of Decree No. 130/2005/ND-CP dated October 17, 2005, of the Government of Vietnam, Circular 71/2006/TT-BTC dated August 9, 2006, of the Ministry of Finance guiding the implementation of Decree 43/2006/ND-CP; paying particular attention to the detailed budgeting for each budget-using unit (according to Form 02 - Appendix 2 - Circular 59/2003/TT-BTC) and the key tasks of the Ministry or agency to explain the budget estimates to the National Assembly for each Ministry or Central agency.

For localities: Consolidate and prepare local budget estimates, and report to the Ministry of Finance according to the forms (Forms 01, 02, 06, 07, 10, 12, 13, 14, 16, 17, 18, 19, 20, 21, 22, 23 - Appendix 6) and time specified in Circular 59/2003/TT-BTC, additional forms (Forms 01, 03, 04, 06, 07, 08, 09, 10, 12, 13, and 14) stipulated in Circular 90/2013/TT-BTC, and the forms (Forms 1.07, 1.08, 1.13 – Appendix I; Forms 2.01, 2.02 – Appendix II) stipulated in Circular 53/2011/TT-BTC dated April 27, 2011.
