Entities entitled to common use of property at the Communist Party of Vietnam's agencies

This is a notable content of Decree 165/2017/ND-CP on the regulations for the management and use of property at the Communist Party of Vietnam's agencies.

According to the provisions of Article 16 of Decree 165/2017/ND-CP, property at the Communist Party of Vietnam's agencies that are not fully utilized can be shared with other agencies, organizations, or units, including auditoriums, cars, and other means of transportation. The entities entitled to the common use of the property at the Communist Party of Vietnam's agencies for activities according to their assigned functions and duties include:

- State agencies;

- Units of the People's armed forces;

- Public service providers;

- Communist Party of Vietnam's agencies and public service providers;

- Political-social organizations.

The head of the Communist Party of Vietnam's agency assigned to manage and use the property decides on the common use of property at the Communist Party of Vietnam's agency with the above-mentioned agencies, organizations, or units.

Additionally, this Decree also stipulates that the agencies, organizations, and units entitled to common use of property are responsible for:

- Ensuring the proper function of the property, maintaining security and safety; they are not allowed to transfer the common use rights of the property to other agencies, organizations, or units or use them for other purposes;

- Paying the Communist Party of Vietnam's agency owning the shared property a fee to cover costs of electricity, water, fuel, labor, and other directly related operation and management expenses during the common use period, excluding depreciation of fixed property.
