The Central Executive Committee issued Regulation 113-QD/TW on July 10, 2023, on piloting the granting of higher-level authority to grassroots Party committees where the direct superior is not a provincial Party committee, municipal Party committee, or a Party committee under the Central level.

Conditions for the Grassroots Party Committee to be Piloted with the Authority of Higher-level Party Committees

According to Clause 1, Article 3 of Regulation 113-QD/TW, a grassroots Party committee can be considered for piloting the authority of higher-level Party committees when meeting the following conditions:

- Holds an important position in politics, economy, culture, society, national defense, and security.

- Has numerous member units that are grassroots organizations within the same agency, public service provider, or state-owned enterprise with a wide operational scope (spanning multiple provinces or cities).

- Has a membership of 400 party members or more.

- Has been a Party committee that completed tasks well for three consecutive years or more.

Duties and Authority of the Grassroots Party Committee Piloted with Higher-level Authority

Grassroots Party committees piloted with higher-level authority will perform functions, tasks, and powers of the corresponding grassroots Party committee within agencies, public service providers, or state-owned enterprises.

Simultaneously, the standing committee of the provincial Party committee, municipal Party committee, or Party committee under the Central level will consider and decide to grant the grassroots Party committee certain higher-level authorities as follows:

- Establish specialized advisory and assisting bodies: Organizing committee, propaganda committee, inspection committee agency, and Party committee office.

The arrangement of specialized Party work personnel follows current regulations and guidelines of the Central level, decided by the standing committee of the Party committee and the leadership of agencies, public service providers, or state-owned enterprises.

- Decide to establish subordinate grassroots Party organizations according to regulations, after obtaining written consent from the immediate superior standing committee.

- Exercise authority and responsibility of a Party committee granted higher-level authority in internal political protection work according to Communist Party regulations.

- The standing committee of the Party committee can decide to admit party members, discipline and expel party members, commend Party organizations and members, and transfer activities for Party organizations and members directly to higher-level Party committees; manage party member files and data.

- The standing committee of the Party committee meets monthly, the Party committee meets quarterly in regular sessions, and holds extraordinary meetings when necessary.

Principles of Piloting the Granting of Higher-level Authority to Grassroots Party Committees

The implementation of piloting the granting of higher-level authority to grassroots Party committees must comply with the principles stipulated in Article 2 of Regulation 113-QD/TW, 2023. Specifically:

- The pilot granting of higher-level authority to grassroots Party committees, where the direct superior is not a provincial Party committee, municipal Party committee, or a Party committee under the Central level, must adhere to Communist Party policies and regulations; be rigorous, prudent, and only implemented in truly necessary Party committees.

- Annually, the subordinate Central Party committees and immediate superior Party committees must regularly inspect and supervise. If it is found that the grassroots Party committee piloted with higher-level authority does not perform the assigned tasks well according to regulations, then the provincial Party committee, municipal Party committee, or Central subordinate Party committee shall consider and revoke the decision, after obtaining consensual opinion from the Central Organizing Committee.

- The immediate superior Party committee must create conditions for the grassroots Party committee piloted with higher-level authority to effectively and appropriately exercise the granted powers; ensure the leadership role of the Party committee and Party organization in performing political tasks and Communist Party building work, meeting the task requirements of localities, agencies, and units.

Regulation 113-QD/TW takes effect from the date of signing.
