Recently, the Ministry of Education and Training has issued Circular 28/2020/TT-BGDDT promulgating the Charter of Primary Schools.
Circular 28: Students entering first grade should not be over 9 years old (Illustrative image)
Article 33 of the Regulations issued in conjunction with Circular 28/2020/TT-BGDDT stipulates that the age of students entering first grade is 6 years old and can be older than the regulated age but not by more than 3 years. Specifically:
- The age of students entering first grade is 6 years old and is calculated by the year. Children who are disabled, physically or mentally underdeveloped, from areas with especially difficult socio-economic conditions, ethnic minority children, orphaned children without shelter, children returning from abroad, or children of foreigners studying and working in Vietnam may enter first grade at an age higher than the regulated age but not by more than 3 years.
- In cases where children enter first grade exceeding the regulated age by more than 3 years, it will be decided by the head of the Department of Education and Training.
- Primary school students may study at an age older than the regulated age in cases of repeating a grade, being from areas with especially difficult socio-economic conditions, being ethnic minorities, being disabled, being physically or mentally underdeveloped, being orphans without shelter, returning from abroad, and other cases as regulated by law.
