On June 8, 2018, the Ministry of Education and Training issued Consolidated Document 05/VBHN-BGDDT stipulating professional pedagogical training. This is the latest consolidated document currently in effect governing professional pedagogical training. Those who wish to meet the teaching standards should pay attention to the following important points.
1. Subjects Eligible for Pedagogical Training
Subjects eligible for pedagogical training are those who hold a university or college degree and need a certificate to meet the standard level of the teacher. The conditions considered to be the standard level of the teacher are stipulated as follows:

- Holding a secondary school teaching degree for preschool and primary school teachers;
- Holding a college teaching degree or a college degree and a pedagogical training certificate for middle school teachers;
- Holding a university teaching degree or a university degree and a pedagogical training certificate for high school teachers;
- Holding a secondary vocational degree, college vocational degree, or being an artisan, skilled technician for teachers guiding practical training in vocational institutions;
- Holding a university teaching degree or a university degree and a pedagogical training certificate for teachers lecturing at intermediate schools;
- Holding a university degree or higher and a pedagogical training certificate for lecturers at colleges and universities; master's degree or higher for lecturers teaching specialized subjects, guiding master's theses; doctoral degree for lecturers teaching specialized subjects, guiding doctoral dissertations.
Furthermore, more details can be found in Article 72 of the Education Law 2019, which will take effect on July 1, 2020, regarding the changing conditions considered to meet the teacher's standard qualification level.
2. Issuing Pedagogical Training Certificates: Conditions and Procedures
According to Clause 1, Article 13 of the Consolidated Document No. 05/VBHN-BGDDT stipulates that learners will be issued a pedagogical training certificate when:
- Successfully completing the pedagogical training program as stipulated in this document;
- Not currently being prosecuted for criminal responsibility.
Therefore, learners will be awarded the pedagogical training certificate only if both aforementioned conditions are met. The certificate will be issued by the Head of the training institution according to the pedagogical training certificate form approved by the Minister of Education and Training.
3. Handling Violations of Regulations
Any organizations or individuals violating the provisions stipulated in the document regarding the responsibilities of the training institution, the duties of lecturers and learners, etc., and the regulations in Circular 27/2012/TT-BGDDT will be subject to disciplinary actions.
Depending on the severity of the violations, actions may include disciplinary measures, administrative fines, compensation for damages caused by the violation, and in the most severe cases, prosecution for criminal responsibility.
