According to Article 4 of the Draft Circular regarding the organization and participation in teaching competitions for vocational educators, the authority and participants are stipulated as follows:
1. Authority to Organize Teaching Competitions
- Institutional-level competitions are organized annually by vocational education institutions.- Provincial-level competitions, held by the People's Committee of the provinces and centrally-run cities (collectively referred to as provincial-level competitions), are organized biennially.- National-level competitions, held by the Ministry of Labor, Invalids and Social Affairs (Directorate of Vocational Education and Training), are organized triennially.
2. Participants in the Competitions
- Participants in the institutional-level competition are educators currently teaching at vocational education institutions, selected by their respective faculties or subject departments.- Participants in the provincial-level competition are educators who won awards at the institutional-level competition and are selected by vocational education institutions within the province or centrally-run city.- Participants in the national-level competition are educators who won awards at the provincial-level competition between two national-level competitions and are selected by the People's Committee of the provinces and centrally-run cities.
Additionally, Article 5 of the Draft stipulates the reward policies for organizations and individuals participating in the competitions as follows:
- The Principal/Director of the vocational education institution decides on the rewards for educators who win awards at the institutional-level competition according to regulations.- The Chairman of the People's Committee of the province or centrally-run city and the Director of the Department of Labor, Invalids and Social Affairs of the province or centrally-run city decide on the rewards for educators and groups who win awards at the provincial-level competition according to regulations.- The Minister of Labor, Invalids and Social Affairs, and the Director General of the Directorate of Vocational Education and Training decide on the rewards for educators and groups who win awards at the national-level competition according to regulations.
