Article 33 of Decree 115/2020/ND-CP stipulates the application for taking the Exam or Consideration for rank promotion to professional titles of Vietnamese public employees, including:

1. Curriculum vitae of the public employee according to current regulations, created no later than 30 days before the final submission deadline for the exam or promotion consideration of a professional title, with confirmation from the employing agency or unit;

2. Assessment and evaluation report from the head of the public service provider using public employees or from the head of the competent authority managing the public service provider regarding the standards and conditions for the exam or promotion consideration of public employees according to regulations;

3. Copies of diplomas and certificates as required by the professional title being contested or promoted;

• In cases where public employees have specialized graduation certificates with standardized outputs for foreign languages and IT according to regulations that correspond with the requirements of the professional title being contested or promoted, these may be used instead of foreign language and IT certificates;
• In cases where public employees are exempt from taking foreign language or IT subjects as prescribed in clauses 6 and 7 of Article 39 of this Decree, they are also exempt from foreign language and IT certificates;

4. Other requirements as specified by the standards of the professional title being contested or promoted.

Note: According to the provisions of clause 1, Article 31 of this Decree, the head of the public service provider shall prepare a list of public employees who meet the standards and conditions for the exam or promotion consideration of a professional title, report to the head of the competent authority managing public employees for review, and decide to nominate public employees for the exam or consideration for promotion to a professional title, and send it to the authorized agency or unit for organizing the exam or consideration for promotion to a professional title as per the prescribed authority.

The agency or unit nominating public employees for the exam or promotion consideration of a professional title is responsible before the law for the standards and conditions of the nominated public employees and must manage and retain the application dossier of public employees for the exam or promotion consideration according to legal regulations.
