6 Mandatory Requirements When Participating in Security, Order, and Social Safety Assurance

Recently, the Ministry of Public Security has submitted to the National Assembly for consideration the Draft Law on Forces Participating in the Protection of Security and Order at the Grassroots Level.

Draft Law on Forces Participating in Security and Order Protection at the Grassroots Level stipulates the participation in ensuring security, order, and social safety of the forces participating in security and order protection at the grassroots level as follows:

  1. When an incident regarding security or order occurs in the responsible area, the security and order protection force at the grassroots level must promptly appear and, depending on the nature and level of the incident, mobilize the People to participate in supporting the resolution and immediately report to the Police agency directly managing the area.

  2. Coordinate with the Police force and functional forces to pursue and arrest criminals, wanted persons, escapees, and those evading imprisonment who are hiding in the area. In case of detecting, apprehending criminals caught in the act, wanted persons, and escapees, weapons, explosives, support tools must be seized and temporarily held, relevant documents and items must be preserved, the scene must be protected, and the arrested persons must be escorted to the competent authority as prescribed by law.

  3. Coordinate with the Police force directly managing the area to organize patrols and control to prevent, detect, and combat crimes, social evils, and other violations regarding security and order.

  4. Remind cases of encroaching on roadways and sidewalks to ensure security, order, and safety on roads within the managed area; cooperate with functional forces to handle violations according to regulations. When there are signs of traffic congestion, gatherings disrupting public order, and illegal racing gatherings, proactive measures or cooperation with the Police force must be taken to resolve congestion, disperse crowds, and prevent illegal racing encouragement acts.

  5. Coordinate to participate in ensuring security and order when executing enforcement decisions of the competent authority.

  6. Demand immediate cessation of violations and promptly report to the Police agency directly managing the area to take measures against those violating public order, construction order, traffic safety order, and other violations of security, order, and social safety regulations.
