08 Contents of Inspection on Training and Development of Public Employee

Below is the notable content in Circular 09/2012/TT-BNV of the Ministry of Home Affairs, stipulating the procedures, content of inspection regarding recruitment, usage, and management of officials and public employees, issued on December 10, 2012.

To be specific, Article 39 of Circular 09/2012/TT-BNV prescribes 08 inspection contents of training and retraining work for public employees as follows:

  1. The formulation, approval, and implementation of the training and retraining plans for public employees of the inspection subjects.
  2. The authority to approve the training and retraining plans for public employees; the authority to sign decisions to send public employees for training and retraining.
  3. The compliance with standards and conditions of those being sent for training and retraining.
  4. The implementation of mandatory annual programs for updating knowledge and professional skills for public employees.
  5. The implementation of policies towards public employees during training and retraining periods; job arrangement during and after the training periods.
  6. The use of funds for training and retraining public employees.
  7. The compensation for training and retraining costs for public employees (if any).
  8. Other contents prescribed in Section 3, Chapter III of Decree 29/2012/ND-CP dated April 12, 2012, of the Government of Vietnam and other legal provisions on training and retraining public employees.

Additionally, the inspection contents for salary policy and other remuneration policies for public employees are specified as follows:

- The salary payment mechanism for public employees of the inspection subjects.- The grading of salaries and regular salary increases for public employees.- Salary increases ahead of schedule and exceptional salary increases for public employees who have merits, achievements, and contributions in professional work, including:- Conditions and standards for public employees eligible for salary increases ahead of schedule and exceptional salary increases.- The percentage ratio of public employees receiving salary increases ahead of schedule and exceptional salary increases compared to the total number of public employees in the inspection agencies or units.- The process of evaluation and decision-making for salary increases ahead of schedule and exceptional salary increases.

- The assessment of allowances and preferential policies in cases of working in mountainous areas, border areas, islands, remote areas, ethnic minority areas, economically and socially particularly difficult areas, or working in hazardous, dangerous environments, and special professional fields for public employees.- Other remuneration policies for public employees as prescribed by law or issued by inspection subjects.- Other contents prescribed in Decree 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam and its guiding documents; Decree 76/2009/ND-CP dated September 15, 2009, of the Government of Vietnam and its guiding documents; Article 16 of Decree 90/2012/ND-CP dated November 05, 2012, of the Government of Vietnam and other legal provisions on salary policy for public employees.
