Draft Law on Forces Participating in Maintaining Public Security and Order at the Grassroots Level stipulates 06 tasks to ensure the operating conditions of forces participating in maintaining public security and order at the grassroots level as follows:

1. Training and educating the forces participating in maintaining public security and order at the grassroots level

The forces participating in maintaining public security and order at the grassroots level are trained and educated in politics, laws, expertise; they participate in exercises and competitions to improve practical skills.

2. Ensuring funding and material facilities for the forces participating in maintaining public security and order at the grassroots level

- Operational funding and material facilities for the forces participating in maintaining public security and order at the grassroots level are balanced and supported by local budgets and funds donated by organizations and individuals in accordance with the law.- For localities with budget difficulties, the central budget supports the necessary funding according to the central budget's balancing capacity.- The management and use of funds for the operations of the forces participating in maintaining public security and order at the grassroots level are carried out in accordance with the law.

3. Managing and using funds to ensure the operations of the forces participating in maintaining public security and order at the grassroots level

Annually, the Ministry of Public Security, People's Committees at all levels, provincial and district police departments, agencies, and organizations using state budgets are responsible for budgeting, complying with and settling their budgets to organize, train, educate, support, ensure operational conditions, and manage the forces participating in maintaining public security and order at the grassroots level according to the legal provisions on state budgets.

4. Arranging locations, workplaces, and equipment for the forces participating in maintaining public security and order at the grassroots level

- People's Committees at the commune level, based on the actual conditions of the locality, arrange locations and workplaces for the forces participating in maintaining public security and order at the grassroots level to meet the requirements of performing their tasks.- The forces participating in maintaining public security and order at the grassroots level are provided with records, books, and other necessary equipment and means to perform their assigned tasks.

5. Equipping, managing, and using seals and support tools for the forces participating in maintaining public security and order at the grassroots level

The forces participating in maintaining public security and order at the grassroots level are allowed to use their own seals as prescribed by the Minister of Public Security; they are provided with, and allowed to use, support tools to perform their tasks.

6. Uniforms, badges, insignia, signs, and certificates for the forces participating in maintaining public security and order at the grassroots level

The forces participating in maintaining public security and order at the grassroots level are provided with, and allowed to use, uniforms, badges, insignia, signs, and certificates as regulated by the Government of Vietnam.
