On September 4, 2020, the Ministry of Labor, Invalids and Social Affairs submitted the Draft Decree stipulating the National Database to the Government of Vietnam. The draft is currently under review and open for public comments.

Draft Decree stipulates that the national database on insurance must provide citizens with the following tools and utilities:
1. Access and view their information in the National Database on Insurance.
2. Extract their information in the form of an electronic document with a digital signature to confirm their insurance information.
3. Use their information to automatically provide for relevant public administrative procedures.
4. Allow or disallow other individuals or organizations to access their data; control and look up the history of the use of their information by individuals and organizations.
5. File a complaint about the content of their data.
Additionally, this Draft Decree stipulates that statistical data, aggregated data on insurance is open data for the state agencies and posted on the National Data Portal. The content of statistical and aggregated data includes the number of people participating in insurance, and organizations contributing to insurance combined by one or more of the following indicators:
- Distribution by province or city.- Changes over time.- Distribution by age.- Distribution by gender.
