Article 9 of Draft Law on the Forces Involved in the Preservation of Security and Order at the Grassroots Level stipulates the acts prohibited for the forces involved in the preservation of security and order at the grassroots level, including:

1. Organizing and using the forces involved in the preservation of security and order at the grassroots level contrary to the provisions of this Law.

2. Impersonating the forces involved in the preservation of security and order at the grassroots level; resisting or obstructing the forces involved in the preservation of security and order at the grassroots level in the performance of their official duties.

3. Illegally purchasing, selling, storing, transporting, preserving, or using support tools equipped for the forces involved in the preservation of security and order at the grassroots level; manufacturing, purchasing, selling, storing, exchanging, giving, lending, leasing, using illegally, counterfeiting, pawning uniforms, badges, insignias, certificates of security preservation at the grassroots level.

4. Abusing or exploiting the performance of duties and powers of the forces involved in the preservation of security and order at the grassroots level to cause trouble, infringe upon the interests of the State, citizens' rights, and the lawful rights and interests of agencies, organizations, and individuals.

Additionally, the Draft Law stipulates the supervision of the implementation of laws concerning the forces involved in the preservation of security and order at the grassroots level. Specifically:

- The National Assembly, agencies of the National Assembly, delegations of the National Assembly, National Assembly deputies, People's Councils, and People's Council deputies, within their duties and powers, supervise the implementation of laws concerning the forces involved in the preservation of security and order at the grassroots level.- The Vietnam Fatherland Front and its member organizations are responsible for coordinating, cooperating, assisting the forces involved in the preservation of security and order at the grassroots level in the performance of their duties; supervising the implementation of laws concerning the forces involved in the preservation of security and order at the grassroots level and activities of the forces involved in the preservation of security and order at the grassroots level; encouraging all social strata to participate in the movement of the entire population to protect the Fatherland's security.
