The forms of Vietnamese laborers working abroad under contract are stipulated in the Draft Law on Vietnamese Laborers Working Abroad under Contract (amended), enumerated in 3 main forms:

First, under the contract to send laborers to work abroad signed with public service provider to implement an international treaty or international agreement, including:

- Public non-business units under Ministries, ministerial-level agencies, and agencies under the Government of Vietnam;- Public non-business units under the People's Committees of provinces and centrally-run cities, specialized agencies under the People's Committees of provinces and centrally-run cities.

Second, under the contract or written agreement signed with enterprises, organizations, and individuals, including:
