The Authority of Central Posts of Vietnam has the following tasks and powers:
- Advise and assist the Minister of Information and Communications in formulating, promulgating, and directing the implementation of master plans, plans on the organization and development of postal and telecommunications networks, and private-use information systems serving Party and State agencies (hereinafter referred to as the Party and State's private-use information network).
- Invest, build, manage, operate, and exploit private information networks of the Party and State to serve communication for Party and State leaders at focal points, important subordinates in secretive direction and management, and in emergency cases.
- Organize the implementation of regulations and technical solutions on information security; coordinate with relevant units to inspect and handle information security incidents; coordinate with the Government Cipher Committee in implementing plans to ensure the confidentiality of information transmitted on the Party and State's private information networks.
- Act as the sole focal point to supply and install terminal equipment; act as the sole agent providing public postal and telecommunications services for the Central Office, the Office of the President, the Office of the Government, the Office of the National Assembly, and other important central agencies according to their assigned tasks.
- Manage and exploit important national information technology technical infrastructure according to assigned tasks.
- On the basis of the decision of the Minister of Information and Communications, directly deploy the mobilization and use of infrastructure and services of post, telecommunications, and information technology enterprises in emergency cases as prescribed by law to ensure contact information serving the direction and administration of the Party and State leaders to important subordinates.
- Participate in consulting, design, and construction activities; assume the prime responsibility for implementing schemes and projects on the integration of postal, telecommunications, and information technology systems for Party and State agencies.
- Develop and guide regulations on professional technical management; operate, exploit, maintain, and repair private information networks of the Party and State.
- Manage organizational apparatus and payroll; implement the salary regime, treatment, reward, and discipline regimes; and provide professional training and retraining for cadres, civil servants, public employees, and employees in accordance with law.
- Manage and use assigned assets, allocated funds, and other financial sources in accordance with the law.
- Apply specific mechanisms on investment, finance, labor, and salary according to Decision 58/QD-TTg dated January 15, 2015
and Decision 03/2015/QD-TTg dated January 15, 2015 of the Prime Minister.
- Perform other tasks assigned by the Government, the Minister of Information and Communications.

The Authority of Central Posts is a special information unit under the Ministry of Information and Communications, with the function of ensuring communication for Party and State leaders to important affiliated focal points in the work of directing and administering the secret service and in emergency cases as prescribed by law.
The Authority of Central Posts has legal status, a seal with the national emblem, a separate account at the State Treasury, a commercial bank for transactions in accordance with the law, and its head office is located in Hanoi city. .
