Enhancing international cooperation in combating human trafficking in Vietnam is a key aspect mentioned in Plan 19/KH-BCĐ138/CP for implementing tasks on preventing and combating human trafficking in 2024, issued by the Steering Committee 138/CP.

Enhancing international cooperation on the prevention and combat of human trafficking in Vietnam

One of the tasks outlined in the plan is to strengthen international cooperation in combating human trafficking.

  1. Organize preliminary and comprehensive reviews of the implementation of Agreements, Memorandums of Understanding, and Cooperation Plans for combating human trafficking between Vietnam and other countries.

Continue to effectively implement the Ministerial Level Initiative of the Greater Mekong Sub-region countries on combating human trafficking (COMMIT). Research and propose amendments and supplements to negotiate and move towards signing a new agreement to replace the current agreement on cooperation in combating human trafficking between Vietnam and other countries (if any). Enhance negotiations and sign international treaties and agreements on combating human trafficking.

  1. Strengthen activities within the multilateral cooperation framework on combating human trafficking.

- Enhance the implementation of the United Nations Global Compact for Safe, Orderly, and Regular Migration (GCM Compact), which includes responsibilities for combating human trafficking in international migration to promote legal, safe migration and prevent human trafficking.

- Actively participate and contribute positively, effectively, and substantially in international and regional mechanisms and processes on migration and combating human trafficking to promptly capture and research new trends as well as the perspectives of relevant parties. This includes enhancing participation in activities within the Bali Process and co-chairing the Working Group on eliminating trafficking networks and human trafficking; cooperating with the ASEAN-ACT Program Office to develop guidelines on verification, identification, and support for victims for Vietnam's representative agencies abroad.

- Proactively disseminate information abroad about Vietnam's policies and efforts in combating human trafficking and protecting trafficked victims; lead the development of materials on the situation and efforts in combating human trafficking in Vietnam to serve the creation of the 2024 TIP Report; enhance cooperation, struggle, and advocacy for the United States to have an objective and accurate assessment, and ranking regarding Vietnam's anti-human trafficking efforts to remove Vietnam from Tier 2- in the 2024 TIP Report.

  1. Maintain and implement cooperation mechanisms with Interpol, the Association of Southeast Asian Nations Chiefs of Police (ASEANAPOL), the functional forces of neighboring countries, and countries with many trafficked Vietnamese victims, suspected of trafficking to exchange information, establish hotlines, identify focal coordination agencies for investigation, arrest, transfer, capture criminals, rescue, and receive trafficked victims returning. Strengthen mutual legal assistance in criminal matters, international cooperation in criminal proceedings, and the fight against crime. Effectively implement commitments, participate in forums, and cooperate on combating human trafficking with foreign embassies and international organizations, non-governmental organizations in Vietnam upon request.
