Basic features of the information system for managing medical examination and treatment activities in Vietnam from January 1, 2027

On November 16, 2024, the Minister of Health of Vietnam of Vietnam issued Circular 38/2024/TT-BYT stipulating the development, management, operation, and utilization of the information system for managing medical examination and treatment activities in Vietnam from January 1, 2027.

1. Basic features of the information system for managing medical examination and treatment activities in Vietnam

- Input information on medical examination and treatment activities according to the management form of medical examination and treatment activities and input structured data or through application programming interfaces (APIs).

- Construct dynamic reports combining various forms such as tables, diagrams, charts, and visual graphs.

- Public information page and update information per the regulations of the Law on Medical Examination and Treatment 2023: operational licenses; quality assessment results of medical examination and treatment facilities; working hours and the list of practitioners, working hours of each individual at the facility; the price of medical examination and treatment services, prices for care and support services upon request, and recommendations, solutions for preventing medical incidents.

- Manage discharge information for each outpatient, inpatient case, outpatient treatment, day treatment; allow calculating the prevalence rate, mortality rate, distribution of each disease group by age, gender, occupation, ethnicity, administrative location, and calculating the morbidity index of each case.

- Manage causes of death for cases of death at medical facilities, deaths on the way to medical facilities, and manage information on severely ill patients requesting discharge.

- Manage and update information related to practitioners' licenses: scope of specialization; registration information for practice and updated continuous medical education information.

- Manage and update information related to the operational license of medical facilities: information on the person in charge of specialization, the list of practitioners, the list of individuals practicing medical examination and treatment, and information on the scope of professional activities, technical catalogs, scale of hospital beds.

- Manage the issuance of codes for medical facilities uniformly nationwide.

- Calculate the morbidity index of each medical facility.

- Account for costs of medical examination and treatment according to each service type or each disease group at each medical facility.

- Manage inventory, depreciation of medical assets and equipment.

- Statistical report on medical examination and treatment activities by specialization, total days of treatment and average days of treatment, finance, human resources, pharmaceutical work and drug usage, nursing work, rehabilitation, and infection control.

- Manage quality assessment results of medical examination and treatment facilities and laboratory result quality assessment.

- Manage patient satisfaction measurement results, satisfaction of patients' relatives, and healthcare staff.

- Manage treatment protocols, technical procedures, and care procedures of each medical facility.

- Manage patient feedback on the quality of services at medical facilities.

- Manage registration and approval of technical catalogs.

- Manage collection, treatment of some specific conditions, supervision of some dangerous epidemics.

- Interconnect data with other systems.

2. Principles for building, managing, exploiting, and using the information system for management of medical examination and treatment activities in Vietnam

- The Information System for Management of Medical Examination and Treatment Activities is built, managed centrally, uniformly, and synchronously from central to local levels.

- This system is built and updated to provide full, accurate, and prompt information on medical examination and treatment activities, meeting state management requirements for managing medical examination and treatment activities.

- The system is maintained for continuous, stable, and seamless operation and is stored long-term to meet the exploitation and usage needs of agencies, organizations, and individuals following legal regulations.

- The construction, updating, management, exploitation, and usage of the Information System must comply with legal regulations on information technology, electronic transactions, information security, cybersecurity, information access; regulations on managing, connecting, and sharing digital data of state agencies; regulations on personal data protection and privacy rights per current regulations.

- Use the identification codes assigned by national databases, other specialized databases.
