(1) Emulation criteria

* For ministries, central authorities and corporations, and affiliated ministries, central authorities and corporations in Vietnam

- Promptly advise and propose competent authorities to issue or issue legal normative documents or directives and guidelines to solve difficulties and obstacles in deploying expressway projects.

- Promptly review, abolish, cut down, and simplify administrative procedures within the management scope of the sector, contributing to accelerating the progress of expressway projects.

- Effectively implement the directives of the State Steering Committee for national important projects, key projects of the Ministry of Transport, the Government of Vietnam, and the Prime Minister.

- Direct and urge investors, project management units, and contractors to accelerate the progress and effectively implement the projects to ensure completion beyond the committed plan.

- Closely coordinate with local authorities to focus on solving difficulties in the implementation process of expressway projects, handle issues in land clearance, relocation of technical infrastructure works, and solve issues related to the exploitation and supply of construction materials.

* For provinces, centrally-run cities, and affiliated agencies, committees; district and commune levels where the project passes through

- Proactively and creatively solve difficulties and obstacles in land clearance, support investors and contractors to ensure a sufficient supply and coordinate construction materials during the project implementation.

- Monitor, supervise, and urge investors, project management units, and contractors to accelerate the progress of the project implementation. Promptly coordinate to remove difficulties and obstacles within the local responsibility scope to meet the set plan.

- Propagate and mobilize the population in the project area to agree, support the project, and actively cooperate with the Land Clearance Council in localities in compensation and resettlement support.

* For the Vietnam Fatherland Front, political-social organizations, political-social-professional organizations, social-professional organizations, social organizations

- Proactively cooperate with party committees, authorities, and relevant agencies to carry out good information work, propagate and mobilize members and the population to understand the significance, purpose, and importance of the works and projects to create public consensus and support in implementing the project.

- Have initiatives and solutions to mobilize, unite members and the population to contribute ideas, efforts, and land to participate in building and developing expressways. Organize for the population to participate in support activities to implement land clearance and promptly hand over the site to serve the construction of expressways, ensuring the required progress.

- Have initiatives and solutions in organizing activities to support the construction based on the actual requirements of the construction units at each site.

- Strengthen the effectiveness of social criticism, supervise the implementation process in the construction of expressways; monitor and handle wasteful acts following the provisions of the law. Promptly detect and recommend handling violations and shortcomings; promote the people's right to mastery, protect the legitimate rights and interests of the population.

* For investors and project management units of the ministry and localities

- Direct and urge construction contractors and supervisory consultants to focus, mobilize all resources, promptly have effective measures, and decisively handle construction contractors who do not meet the requirements.

- Strengthen quality control, progress, and closely coordinate with localities and related ministries and sectors in solving difficulties and obstacles in land clearance, project material sources, and during construction to accelerate construction progress, meet the set plan.

* For supervisory consultant units, construction contractors, and enterprises participating in projects

- Complete 100% of assigned tasks.

- Ensure progress, quality, labor safety, environmental hygiene, and safety during implementation. Comply with laws on labor safety and hygiene and related legal provisions.

- Enhance the spirit of responsibility, mobilize forces, machinery, equipment, and improve labor productivity, accelerating the project implementation, ensuring completion as per the committed plan.

- Strictly control and enhance the management of construction quality and material sources to ensure the quality of the works and projects.

* For individuals

- officials and public employees

+ Based on assigned tasks, proactively and creatively complete tasks with quality, provide advice to agencies, units in building, issuing, or submitting for competent authority's issuance of guidelines, organize and supervise the implementation of mechanisms and policies to successfully implement expressway construction, evaluated by agencies and units as well accomplished in the emulation period.

+ Have initiatives and technical improvements, effectively apply science, technology, and modern technology in assigned tasks, contributing to completing the Plan of agencies, units recognized by competent authorities.

- Residents in localities with expressway construction projects: Proactively, promptly, strictly comply with land clearance for infrastructure projects at their place of residence.

- Other subjects (entrepreneurs, intellectuals, scientists, engineers, workers, individuals at home and abroad, overseas Vietnamese...): research, transfer, apply modern technology, change construction methods, use resources reasonably in serving construction and management of expressways; ensuring safety in labor.

(2) Forms and criteria for commendation

* Forms of commendation

- Labor Order.

- Certificate of merit from the Prime Minister of the Government of Vietnam.

- Certificates of merit from the ministry and provincial levels.

- Certificate of merit.

* Criteria for commendation

Based on the achievements in organizing and implementing the Emulation Period, the consideration for rewarding outstanding and exemplary collectives, households, and individuals is carried out according to the provisions of the law on emulation and rewards.
