The following article contains information regarding the standards for promotion to Class II cinematographers in Vietnam from November 07, 2024, as stipulated in Circular 12/2024/TT-BTTTT.

On September 23, 2024, the Minister of Information and Communications of Vietnam issued Circular 12/2024/TT-BTTTT stipulating standards, conditions for promotion evaluation for public employees specialized in Information and Communications.

1. Standards for promotion to Class II cinematographers in Vietnam from November 07, 2024

As stipulated in Clause 16, Article 3 of Circular 12/2024/TT-BTTTT, the standards for promotion to Class II cinematographers Code: V11.12.36 include the following conditions:

- Currently holding the Class III cinematographers, Code: V11.12.37.

- Having held the Class III cinematographers (or equivalent) for at least 9 years (excluding probation and internship periods). In cases with equivalent time to the Class III cinematographers, there must be at least 1 year (12 months) holding the Class III cinematographers up to the submission deadline of the application for promotion consideration (if the time holding the Class III cinematographers is not continuous, it can be accumulated);

- During the time holding the Class III cinematographers (or equivalent), has led or participated in filming at least one work that has won an award at the ministry, department, sector, or provincial level or participated in writing a specialized topic in at least one research project or scientific research program from the grassroots level or higher that the agency/unit managing and using public employees was assigned to lead and has been approved or accepted by a competent authority.

- During the time holding the Class III cinematographers (or equivalent), was awarded a commendation or achieved the title of emulation fighter at the ministry, department, sector, provincial level, or received the title of emulation fighter at the grassroots level twice or more times due to achievements in professional activities.

2. Standards of Professional Competence and Skills for Class II cinematographers in Vietnam

The standards of professional competence and skills for the Class II cinematographers are specified in Clause 3, Article 16 of Circular 46/2017/TT-BTTTT (amended by Clause 14, Article 1 of Circular 07/2022/TT-BTTTT) as follows:

- Master the guidelines, policies, and laws of the Communist Party and the State on culture and arts; important political and social events; achievements in culture and arts in the country and the world;

- Be proficient in specialized skills; various forms of culture and arts; characteristics and features of the combined arts, relevant technical sciences; sociology, and effectively apply this knowledge in creating artistic imagery;

- Master the legal regulations on labor protection, safety techniques in practice, performance, and other related legal provisions;

- Have skills in basic information technology usage, and be able to use a foreign language or ethnic minority language as required by the job position.

In addition to professional competence and skills standards, the Class II cinematographers also has educational and training standards as follows:

- Have a university degree or higher in cinematography;

- Have a certificate of training according to the standards of the public employee professional title in cinematography. (As per Clause 2, Article 16 of Circular 46/2017/TT-BTTTT (amended by Clause 14, Article 1 of Circular 07/2022/TT-BTTTT)
