Tasks and solutions in the Vietnam Semiconductor Industry Development Strategy to 2030 and Vision to 2050 are as follows:
(1) Development of Specialized Chips
- Research and develop core technology, breakthrough products of new generation specialized chips through investment in core technology research centers for semiconductors, focusing on areas such as AI chips, IoT chips; implement a support mechanism for shared use of some laboratory and research infrastructure; expand research and development, technology transfer at national levels, research institutes, universities, enterprises in the semiconductor sector.
- Develop the domestic semiconductor industry ecosystem, connect with strategic partners' semiconductor industry ecosystems; build platforms and shared tools for innovative startups, training experts, designing, developing semiconductor chips; promote the development and usage of specialized chips in several sectors: high-tech agriculture, automation industry, consumer electronics, digital transformation industry, etc.
- Establish a preferential mechanism, special financial support by the state to invest in building 01 small-scale, high-tech semiconductor chip manufacturing plant for research, design, and production of semiconductor chips.
- Support enterprises and research facilities in mass ordering semiconductor chip production under a centralized model (Multi Project Wafer) to save time and manufacturing costs, and encourage research projects and startups in the semiconductor field.
(2) Development of the Electronics Industry
- Focus resources on researching and developing electronic devices, particularly new generation electronic devices integrating specialized chips, AI chips.
- Implement policies prioritizing state budget for purchasing domestic electronic devices to foster and develop the electronics industry market.
- Support and promote large domestic corporations and enterprises to produce new generation electronic devices aiming to develop into multinational enterprises enhancing global competitiveness and expanding international markets. Encourage digital technology enterprises to invest and produce new generation electronic devices; support innovative startups in the semiconductor and electronics field.
- Develop the auxiliary industry ecosystem, promote technology transfer, enhance joint ventures and partnerships with foreign enterprises to produce new generation consumer and specialized electronic devices.
- Support and promote Vietnamese semiconductor and electronics enterprises to participate in the National Brand Development Program, targeting domestic, regional, and international markets; promote trade and investment in the semiconductor and electronics industry in key markets; select some semiconductor and electronic products for the National Product Development Program.
(3) Development of Human Resources and Talent Attraction in the Semiconductor Field
- Develop and implement a scheme for the development of human resources in the semiconductor industry by 2030, with an orientation to 2050. Focus on retraining, advanced training, and transition training from the abundant existing human resources of electronic, telecommunications, information technology, digital technology engineers, along with the advantage of STEM-capable human resources, based on long-term vision forecasts closely aligned with market demands.
- Fund training activities, build curricula, and support university and postgraduate research; invest in purchasing modern equipment for training institutions and research institutes; develop data centers, supercomputer systems for research, training, and development in the semiconductor, electronics, and new digital technologies like artificial intelligence, cloud computing, etc.
- Establish breakthrough policies to attract and nurture talents, top global experts in the semiconductor and electronics fields both domestically and internationally; connect leading experts domestically and globally, particularly Vietnamese experts working abroad to form the Vietnam Innovation Network in the semiconductor field.
- National cooperation for human resource provision in the semiconductor field with countries experiencing workforce shortages; promote agreement signings regarding human resource needs between training institutions and semiconductor, electronics enterprises both domestically and internationally to ensure successful training outcomes.
(4) Attracting Investment in the Semiconductor Field
- Establish the highest preferential mechanism to selectively attract high-tech foreign investment projects in the semiconductor, electronics industry from central and local budgets; create a one-stop administrative mechanism for semiconductor, electronics industry investment projects.
- Research and establish an Investment Support Fund to mitigate the impact of global minimum corporate income tax.
- Prioritize foreign enterprises in the semiconductor, electronics field with activities in research and development in Vietnam, using Vietnamese auxiliary industries, joint ventures, and partnerships with Vietnamese enterprises; facilitate state-owned, private, large, small, and medium enterprises to form joint ventures with foreign enterprises in the semiconductor, electronics field.
- Establish a "green lane" mechanism and other mechanisms to facilitate supporting industry enterprises and import-export enterprises handling goods, raw materials, supplies, and components related to the semiconductor, new generation consumer, and specialized electronic devices.
- Invest in developing digital infrastructure, power infrastructure, water supply and drainage infrastructure, and apply support mechanisms for electricity and water prices to meet the demands of semiconductor chip and electronic device manufacturing plants in planned areas; prioritize developing renewable energy, green energy to serve the semiconductor, electronics industries.
(5) Additional Tasks and Solutions
- Establish the National Steering Committee for the Development of the Semiconductor Industry (Steering Committee), led by the Prime Minister of the Government of Vietnam. The Steering Committee is an inter-ministerial coordination organization, functioning to assist the Government of Vietnam and the Prime Minister in researching, directing, and coordinating to resolve important and inter-regional matters related to promoting semiconductor industry development in Vietnam.
Establish an Expert Advisory Group on semiconductor industry (Expert Group). The Expert Group is an independent, professional advisory body with a strategic vision, providing specialized knowledge and in-depth analysis to advise and support the Steering Committee and the Prime Minister of the Government of Vietnam in directing and orienting semiconductor industry development in Vietnam.
The Expert Group is headed by the Minister of Information and Communications. Members of the Expert Group comprise representatives from associations, enterprises, research institutions, training facilities, and leading experts in the semiconductor field.
- Develop/apply Vietnam’s system of standards and technical regulations (TCVN/QCVN) to enhance the quality of semiconductor and electronic products; establish and recognize the system of quality assessment organizations, testing centers, and certification of semiconductor and electronic products and services.
- Fund activities for research and development, manufacturing, and production of semiconductor products, new generation consumer and specialized electronic devices in Vietnam from the National Science and Technology Development Fund and the National Technology Innovation Fund.
- Promote international cooperation to mobilize resources for the development of Vietnam’s semiconductor and electronics industry; enhance the role of Vietnamese representative agencies abroad in promoting international cooperation in the semiconductor and electronics industry.
- Develop regulations for the exploitation, processing, reuse, and handling of hazardous waste in resource extraction and semiconductor, electronics production processes; increase environmental processing capacity, ensuring the utilization of resource advantages while guaranteeing environmental safety; prioritize boosting green production projects in the semiconductor field, saving energy and resources, and protecting the environment.
