1. Regulation on treatment of waste from family farms

According to Article 60 of the Law on Animal Husbandry 2018, household livestock owners must comply with the following requirements:

- Implement measures to handle manure, wastewater, and livestock emissions to ensure environmental hygiene and not affect surrounding people;

- Livestock that die due to diseases and other hazardous wastes must be treated according to the provisions of veterinary and environmental protection laws.

2. Regulations on the management of products of livestock waste treatment in Vietnam

According to Clause 1, Article 62 of the Law on Animal Husbandry 2018, products of livestock waste treatment must meet the following requirements before being circulated on the market:

- Announce the standards applied and the conformity declaration according to the law;

- Quality must conform to the standards announced;

- Information about the product must be posted on the official portal of the Ministry of Agriculture and Rural Development;

- products of livestock waste treatment newly produced or imported into Vietnam containing new substances that have not been tested in Vietnam must undergo testing before being announced.

3. Guidance on treatment of waste from livestock farms in Vietnam 

According to Article 59 of the Law on Animal Husbandry 2018, thetreatment of waste from livestock farms is guided as follows:

- Livestock waste includes solid waste of organic origin, livestock wastewater, emissions, and other types of waste.

- The handling of solid waste of organic origin is stipulated as follows:

+ Organizations or individuals owning farm livestock facilities are responsible for treating solid waste of organic origin to meet national technical standards before using it for crops or as feed for aquaculture;

+ Untreated solid waste of organic origin transported out of farm livestock facilities to treatment places must use specialized means and equipment;

+ Livestock that die due to diseases and other hazardous wastes must be treated according to the provisions of veterinary and environmental protection laws.

- The handling of livestock wastewater is stipulated as follows:

+ Organizations or individuals owning farm livestock facilities are responsible for collecting and treating livestock wastewater to meet national technical standards before discharging it into receiving sources according to environmental protection laws;

+ Treated livestock wastewater meeting national technical standards may be used for crops;

+ Untreated livestock wastewater transported out of farm livestock facilities to treatment places must use specialized means and equipment.

- Organizations or individuals owning farm livestock facilities are responsible for treating emissions from livestock activities to meet national technical standards for livestock emissions.

- The handling of other types of waste must comply with veterinary and environmental protection laws.

4. Guidelines for management of facilities manufacturing livestock waste treatment products in Vietnam

According to Clause 1, Article 63 of the Law on Animal Husbandry 2018 on management of facilities manufacturing livestock waste treatment products in Vietnam:

- Production sites are located in areas not contaminated by hazardous waste;

- Environmental impact assessment reports or environmental protection plans must comply with environmental protection laws;

- Suitable production lines and equipment for producing products;

- Measurement equipment and tools to monitor quality, ensuring accuracy according to measurement laws;

- Storage warehouses for waste treatment products must have separate preservation policies;

- Technical managers must hold a university degree or higher in one of the specialties of livestock, veterinary, chemistry, biotechnology, or environmental technology.
