The following article contains information regarding the standards for promotion to Class I cinematographers in Vietnam from November 07, 2024, as stipulated in Circular 12/2024/TT-BTTTT.

On September 23, 2024, the Minister of Information and Communications of Vietnam issued Circular 12/2024/TT-BTTTT stipulating the criteria and conditions for promotion of public employees' titles specialized in Information and Communications of Vietnam.

1. Standards for promotion to Class I cinematographers in Vietnam from November 07, 2024

According to the provisions of Clause 15, Article 3 of Circular 12/2024/TT-BTTTT, the criteria for promotion to Class I cinematographers, Code: V11.12.35 include:

- Holding the position of Class II cinematographers, Code: V11.12.36.

- Having held the position of Class II cinematographers (or equivalent) for at least 06 years. If there is equivalent time to the position of Class II cinematographers, there must be at least 01 year (12 months) holding the position of Class II cinematographers up to the deadline for submission of the promotion application dossier (if the time holding the position of Class II cinematographers is not continuous, it can be accumulated).

- During the time of holding the position of Class II cinematographers (or equivalent), has presided over or participated in filming at least 02 (two) works that have won awards at the ministerial, branch, or provincial level; or has presided over at least 02 (two) specialized scientific research topics, programs at the ministerial or provincial level that the managing unit of the public employee has been assigned to preside over, and has been issued or accepted by the competent authority.

- During the time of holding the position of Class II cinematographers (or equivalent), has been awarded a certificate of merit or achieved the title of excellent laborer at the ministerial, branch, or provincial level for achievements in professional activities.

2. Criteria for Promotion to Class II cinematographers in Vietnam from November 7, 2024

According to the provisions of Clause 16, Article 3 of Circular 12/2024/TT-BTTTT, the criteria for promotion to Class II cinematographers, Code: V11.12.36 include the following conditions:

- Holding the position of Class III cinematographers, Code: V11.12.37.

- Having held the position of Class III cinematographers (or equivalent) for at least 09 years (excluding probation and trial periods). If there is equivalent time to the position of Class III cinematographers, there must be at least 01 year (12 months) holding the position of Class III cinematographers up to the deadline for submission of the promotion application dossier (if the time holding the position of Class III cinematographers is not continuous, it can be accumulated).

- During the time of holding the position of Class III cinematographers (or equivalent), has presided over or participated in filming at least 01 (one) work that has won awards at the ministerial, branch, or provincial level or participated in writing specialized topics in at least 01 (one) specialized scientific research topic, program from the central level upwards that the managing unit of the public employee has been assigned to preside over, and has been issued or accepted by the competent authority.

- During the time of holding the position of Class III cinematographers (or equivalent), has been awarded a certificate of merit or achieved the title of excellent laborer at the ministerial, branch, provincial level, or has achieved the title of excellent laborer at the base level at least twice for achievements in professional activities.

More details can be found in Circular 12/2024/TT-BTTTT, which comes into force in Vietnam from November 7, 2024.
