Ho Chi Minh City: Guidelines for Assessing Students' Academic Performance via the Internet

Recently, the Ho Chi Minh City Department of Education and Training issued Official Dispatch 1154/GDDT-TrH regarding guidelines for teaching and assessment via the Internet at high schools in the city.

Ho Chi Minh City Department of Education and Training guides the organization of teaching activities and the assessment of students' learning outcomes as follows:

1. Regarding the organization of teaching activities

For secondary schools:

- Develop teaching plans to implement the general education program and regulations, guidelines of the Ministry of Education and Training; direct professional teams and teachers to build lessons and teaching materials to organize online teaching according to the school's plan; provide input on the content of lessons and materials taught online.

- Ensure the technical infrastructure requirements to organize and manage online teaching activities for the school's teachers and students.

- Develop regulations and guidelines for teachers to organize teaching activities and for students to conduct learning activities online safely, effectively, and according to the regulations.

- Develop scenarios for specific student cases. Have support plans for students who have difficulty accessing online learning.

- Coordinate with families in organizing online teaching.

For teachers:

- Teachers build and select teaching materials; know how to use information technology tools or services to organize online teaching; organize learning activities for students, including: performing learning tasks, discussions among students and between students and teachers; check and assess the level of knowledge retention when students return to school; organize review sessions to supplement and consolidate knowledge before teaching the next lessons in the program.

- Subject teachers supervise students' learning processes, record the results, and assess the learning process of students: the process of participating in learning activities, performing learning tasks, results of exercises, tests through the online learning process. Based on the school's guidelines, convert the assessment results into regular evaluations in the subject.

- Subject teachers grasp the learning situation of students, the implementation of learning tasks by students. Inform homeroom teachers about students' learning progress weekly.

- Homeroom teachers review cases of students having difficulty accessing online learning, particularly report situations to the unit leaders for each student case unable to participate.

For students:

- Students are provided accounts to participate in courses, seminars, and learning topics built by the school's professional teams to carry out learning activities.

- Students are guided on skills to use the application or information technology service for online learning before participating in a lesson.

- Complete all learning activities as required by the teachers; complete and submit learning products for evaluation and assessment of the learning process.

- Learners can participate in online learning directly interacting with teachers or without direct interaction, depending on their conditions. However, students need to complete all learning tasks during the teaching topic period.

For students' families:

- Have the responsibility to supervise and support students' online learning process.

- Coordinate and guide students to complete tasks and submit learning products to teachers for assessment.

2. Regarding the assessment of students' learning outcomes

- During the online teaching organization, teachers of subjects directly check and assess the students' performance of learning tasks during the online learning process; through tests on the software system (managed by the system), reports of students' learning process; final reports after courses, etc. All these cover the overall assessment of the students' learning process.

- General education institutions manage, monitor, supervise the regular assessment of students' learning outcomes via the Internet and on television to ensure fairness, objectivity, and honesty. Students' learning process should be optimized in terms of conditions, means, and approaches to lesson access organized by the teacher.

- Schools apply Document 4612/BGDDT-GDTrH dated October 3, 2017, of the Ministry of Education and Training and Circular 58/2011/TT-BGDDT on the evaluation, classification of secondary and high school students. Build guidelines for teachers to use the results of checking and assessing the students' learning process during online teaching and on television as regular assessments. Do not use knowledge tests during the online teaching phase to convert into frequent test points.

- Educational institutions publicly inform the guidelines on converting assessment results into regular evaluations in subjects to teachers, students, and on the school's portal. Implement monitoring tasks for teachers and students to ensure fairness and objectivity.
