Regarding this issue, LawNet would like to answer as follows:
Ethnic Magazine is a press agency, a public service unit serving the state management function of the Committee for Ethnic Minorities, assisting the Minister and Chairman of the Committee for Ethnic Minorities (hereinafter referred to as the Minister and Chairman); and performing the function of a research and guidance agency on ethnic affairs and ethnic policies of the Committee for Ethnic Minorities.
Ethnic Magazine is a unit whose operating budget is guaranteed by the State, has legal status, a separate account, and is headquartered in Hanoi.
(Article 1 of Decision 438/QD-UBDT 2017)
The duties and powers of Ethnic Magazine are specified in Article 2 of Decision 438/QD-UBDT of 2017, including:
- Develop annual and long-term programs and operational plans for the Magazine and submit them to the Minister and Chairman for approval and implementation.
- Organize article writing, editing, publishing, and distribution of Ethnicity Magazine, publications, thematic research documents, guidance, and information exchange on ethnic affairs; ethnicity policy of the Committee for Ethnic Minorities; information on viewpoints, guidelines, and ethnic policies of the Party and State; on ethnic issues in the country and around the world.
- Edit and publish articles by scientists, researchers, and managers at the Central and local levels to affirm and defend the Party and State's viewpoints, guidelines, and ethnic policies; fight against wrong views and arguments that distort national guidelines and policies; and sabotage the solidarity of Vietnamese peoples.
- Establish a research and exchange forum with theoretical research agencies at home and abroad; the central and local press, and mass media agencies on ethnic affairs and ethnic policies.
- Participate in summarizing practices on ethnic work and ethnic policies; propagate and disseminate the Party's guidelines and policies and the State's legal policies according to the principles and purposes of the press agency, contributing to improving knowledge, meeting the people's healthy cultural needs, protecting the nation's fine traditions, strengthening the solidarity of the entire people, building socialism, and protecting the Fatherland.
- Chair or coordinate to organize scientific conferences and seminars to exchange, research, and summarize theoretical and practical issues in managing and organizing the implementation of ethnic affairs and ethnic policies.
- Carry out publishing, advertising, special pages, topics, and propaganda activities according to regulations; host or coordinate the organization of events, communications, and social activities.
- Manage organizational structure and payroll according to the decentralization of the Minister and Chairman. Carry out comments, evaluation, and monitoring of compliance with regulations and work efficiency of civil servants, public employees, editors, reporters, and experts of Ethnic Magazine.
- Implement salary policies, emulation, rewards, and discipline; manage finances and assets according to the provisions of the law.
- Perform other tasks assigned by the Minister and Chairman.
- Ethnic Magazine includes the Editor-in-Chief, Deputy Editors-in-Chief, Department Heads, Deputy Heads of functional departments and Officials, and workers working under the leadership regime.
The Editor-in-Chief is appointed and dismissed by the Minister and Chairman, and is responsible before the Minister, Chairman and the law for all activities of Ethnic Magazine.
Deputy Editors-in-Chief are appointed and dismissed by the Minister and Chairman at the request of the Editor-in-Chief.
The Deputy Editors-in-Chief help the Editor-in-Chief in charge of a number of tasks of the Ethnic Magazine and are responsible to the Editor-in-Chief and the law for assigned tasks.
The Editor-in-Chief of the Ethnic Magazine appoints and dismisses Heads and Deputy Heads of functional departments according to the decentralization of the Minister, Chairman, after reaching agreement with the Department of Personnel and Organization, responsible to the Minister and Chairman for the appointment of those positions.

+ Administration - Management Department.
- The Editor-in-Chief of Ethnic Magazine is responsible for developing regulations on the functions and tasks of the departments and operating regulations of the Magazine; developing projects related to the Journal's activities and submitting them to the Minister and Chairman of the Committee for approval; and organizing implementation according to regulations.
