Regulations on the maximum speed of motor vehicles in Vietnam from January 1, 2025

Regulations on the maximum speed of motor vehicles in Vietnam from January 1, 2025, will be applied according to the latest provisions in Circular 38/2024/TT-BGTVT.

On November 15, 2024, the Minister of Transportation of Vietnam issued Circular 38/2024/TT-BGTVT concerning speed and safe distance for motor vehicles and specialized motorcycles participating in road traffic.

Regulations on the maximum speed of motor vehicles in Vietnam from January 1, 2025

The maximum speed for motor vehicles in Vietnam from January 1, 2025, shall be regulated as follows:

(1) Maximum permissible operating speed for motor vehicles participating in road traffic (excluding expressways)

- Maximum permissible operating speed for motor vehicles participating in road traffic in densely populated areas

- Maximum permissible operating speed for motor vehicles participating in road traffic outside densely populated areas

(2) Maximum permissible operating speed for specialized motorcycles, mopeds, and similar vehicles participating in road traffic (excluding expressways)

Specialized motorcycles, mopeds, and similar vehicles when participating in traffic have a maximum operating speed of 40 km/h.

(3) Maximum permissible operating speed for four-wheeled motorized passenger cars and four-wheeled motorized cargo vehicles participating in road traffic (excluding expressways)

- Four-wheeled motorized passenger cars when participating in traffic within the allowed area and time frame have a maximum operating speed of 30 km/h.

- Four-wheeled motorized cargo vehicles when participating in traffic within the allowed area and time frame have a maximum operating speed of 50 km/h.

(4) Maximum and minimum permissible operating speed for various types of motor vehicles and specialized motorcycles on expressways

- Expressways must have maximum and minimum operating speed signs.

- The maximum permissible operating speed on expressways is 120 km/h.

- The minimum permissible operating speed on expressways is 60 km/h. In cases where the expressway is designed for 60 km/h, the minimum operating speed follows the traffic organization plan approved by the competent authority.

- The maximum and minimum permissible operating speeds on expressways, including entrance and exit branches, are determined in the traffic organization plan approved by the competent authority.
