1. Location and functions of the Center for Information - Water Resources Economics in Vietnam

- Center for Water Resources Information and Economics is a public service unit under the Department of Water Resources Management with the function of carrying out information, database, and economic activities on water resources. ; also carries out consulting and service activities on water resources according to the provisions of law.

- The Center for Water Resources Information and Economics (hereinafter abbreviated as the Center) has legal status, has its own seal, and is allowed to open accounts at the State Treasury and banks according to the provisions of law; It is headquartered in Hanoi City.

2. Duties and powers of the Center for Information—Water Resources Economics in Vietnam

The tasks and powers of the Center for Water Resources Information and Economics are specified in Article 2 of Decision 3972/QD-BTNMT 2022, including:

- Submit to the Director of the Department of Water Resources Management (hereinafter abbreviated as the Director) long-term, medium-term, and annual plans on the Center's operations, done after approval.

- Participate in developing legal documents; standards, national technical regulations, technical regulations, economic-technical norms, product unit prices in the field of water resources; contents on water resources economics; Participate in implementing international cooperation programs and projects in the field of water resources as assigned by the Director.

- Build, manage, and operate information systems and water resources databases; provide information, data, and documents on water resources to state agencies, organizations, and individuals according to the provisions of the law.

- Build, manage, maintain, and operate a monitoring system for the exploitation and use of water resources.

- Develop pilot models and test projects on the use of economic tools in preventing, treating, and overcoming pollution, degradation, and depletion of water sources in the exploitation and use of water resources; build a model to mobilize community participation in the management, protection, sustainable exploitation, and use of water resources; and develop a model of economical and effective water use.

- Develop and implement plans and solutions to socialize the provision of water resource services; participate in valuing water resources in production, business, and service activities as assigned by the Director.

- Participate in developing mechanisms and policies on taxes, fees, charges, and fees for granting exploitation rights in the field of water resources, plans, revenue-generating measures, and forms of economic incentives related to management, protection, development, exploitation, and use of water resources.

- Receive, manage, preserve, and store the results and products of programs, schemes, projects, and licensing documents in the field of water resources under the management of the Ministry of Natural Resources and Environment; Store official dispatches, documents, financial planning records, and scientific research topics of the Department of Water Resources Management according to regulations.

- Build, manage, and operate electronic information websites and electronic libraries on water resources; compile and publish water resources newsletters and media publications, films, photos, and documents on water resources to serve propaganda and dissemination of water resources laws.

- Organize exhibitions, competitions on water resources, and other related events; participate in implementing campaigns, communication programs, propaganda, and dissemination of legal documents on water resources; and participate in activities to respond to events related to water resources as assigned by the Director of the Department.

- Carry out information technology applications, digital transformation, and information security in the field of water resources as assigned by the Director.

- Implement programs, tasks, schemes, projects, and scientific research topics in the field of water resources assigned, ordered, or bid as assigned by the Director.

- Carrying out consulting and service activities:

+ Develop unit prices for water resources in the provinces; joint ventures and partnerships with domestic and foreign organizations and individuals to implement communication programs and projects on water resources;

+ Investigate, inventory, evaluate, and forecast water resources; water resources planning; basic survey planning of water resources; classify and list water sources; make plans to prevent, fight, and restore polluted, degraded, and depleted water sources and respond to the impact of climate change on water resources;

+ Determine the ability to receive wastewater and the carrying capacity of the water source; measures to protect water resources, prevent degradation, pollution, depletion of water resources, and other harmful effects caused by water;

+ Mapp water resources; build models to calculate flow and material spread in river systems and aquifers;

+ Determine the minimum flow in the river, groundwater exploitation threshold, water reserve areas, and water source protection corridors; Artificial recharge areas, restricted areas, and areas requiring registration for groundwater exploitation; Determine the sanitary protection zone of the drinking water intake area;

+ Prepare licensing documents in the field of water resources and environment; design, construction, and supervision of construction projects to exploit and use water resources; discharge wastewater into water sources; and water resource monitoring projects;

+ Establish and adjust operating procedures for reservoirs and inter-reservoirs in river basins;

+ Investigate, evaluate, observe, and monitor flow developments, sedimentation, landslides, river beds, banks, and floodplains on inter-provincial rivers;

+ Other consulting and service activities on environment and climate change related to water resources according to the provisions of law.

- Manage organization, job positions, number of employees; officials, employees, finances, and assets under the Center's management according to the law and according to the decentralization of the Department of Water Resources Management; Carry out the responsibilities of the budget-using unit according to the provisions of law.

- Implement administrative reform according to the administrative reform program and plan of the Department of Water Resources Management and the assignment of the Director.

- Statistics and periodic and extraordinary reports on the implementation of assigned tasks.

- Perform other tasks assigned by the Director.
