Regarding this issue, LawNet would like to answer as follows:

1. Criteria for evaluating and recognizing level 1 provincial "Learning Community" from February 12, 2024 in Vietnam

- Criterion 1: Leadership and Direction of the Party committee and provincial government

+ Target 1: Perform well the propaganda work to raise awareness for the community about lifelong learning, building a learning society;

+ Target 2: Promulgate according to its authority, programs, plans, and documents directing and guiding the implementation of the work of building a learning society and organizing the full and timely implementation of programs and plans;

+ Target 3: Organize and deploy the emulation movement to build a learning society and promote lifelong learning.

- Criterion 2: Mobilize resources and create a favorable environment to build a learning society in the locality

+ Target 1: Arrange sufficient funding from the annual state budget according to the provisions of the law on the state budget to build a learning society;

+ Target 2: Fully implement policies to promote lifelong learning and build a learning society issued by the central government;

+ Target 3: Issue policies appropriate to local socio-economic conditions to promote lifelong learning and build a learning society in the area;

+ Target 4: Organize and deploy activities and models to promote international cooperation in adult education, lifelong learning, and building a learning society;

+ Target 5: Provincial units are equipped with digital services and tools for members of the unit to carry out digital transformation in work and study.

- Criterion 3: Performance of educational institutions evaluated and recognized at the provincial level: provincial public libraries, provincial museums, provincial radio and television stations

+ Target 1: Provincial universities have implemented digital transformation and built digital learning materials;

+ Target 2: Educational institutions evaluate and recognize at the provincial level implementing management, teaching, and learning activities in the digital environment;

+ Target 3: Provincial public libraries provide services for lifelong learning for library users and apply information technology and digital transformation in the management and organization of activities to serve lifelong learning for library users;

+ Target 4: The Provincial Museum develops and implements at least 04 educational programs on history, culture, science, and art during the year for people;

+ Target 5: Provincial radio and television stations develop topics and content for learning materials, deploy at least 04 educational programs per year on radio and television channels and television applications, and participate in building shared digital resources and open learning resources online so that people can access them according to their needs.

- Criterion 4: Effects of Building a "Learning Community" at the Provincial Level

+ Target 1: At least 90% of districts are recognized as achieving district-level "Learning Community" level 1 as prescribed in Point a, Clause 1, Article 13 of Circular 25/2023/TT-BGDDT;

+ Target  2: The rate of poor households according to the province's multidimensional poverty standard decreased compared to the previous year;

+ Target 3: Gross product in the province (GRDP) increased compared to the previous year.

2. Criteria for evaluating and recognizing level 2 provincial "Learning Community" from February 12, 2024

- Criterion 1: Leadership and direction of the Party Committee and commune-level authorities

The content of the criteria is the same as the content of criterion 1 to evaluate and recognize the "Learning Community" at the provincial level at level 1.

- Criterion 2: Mobilize resources and create a favorable environment to build a learning society in the locality

The content of the criteria is the same as the content of criterion 2 to evaluate and recognize the "Learning Community" at the provincial level at level 2.

- Criterion 3: Performance of educational institutions evaluated and recognized at the provincial level, provincial public libraries, provincial museums, provincial radio and television stations

The content of the criteria is the same as the content of criterion 3 to evaluate and recognize the "Learning Community" at the provincial level at level 3.

- Criterion 4: Effects of Building a "Learning Community" at the Provincial Level

+ Target 1: At least 90% of districts are recognized as achieving district-level "Learning Community" level 2 as prescribed in Point b, Clause 2, Article 13 of Circular 25/2023/TT-BGDDT;

+ Target 2: The rate of poor households according to the province's multidimensional poverty standard decreased compared to the previous year;

Circular 25/2023/TT-BGDDT takes effect on February 12, 2024.
