To further strengthen and enhance the effectiveness and efficiency of state management in the field of e-commerce, the Prime Minister of the Government of Vietnam requires:
- The Ministry of Industry and Trade of Vietnam to take the lead, in cooperation with relevant ministries and agencies
+ Continue to review the Law on Commerce and related legal documents to promptly propose the development, amendment, and supplementation of legal policies on e-commerce management.
+ Summarize and evaluate the implementation situation of the National E-commerce Development Master Plan for the 2021-2025 period, based on that, study to develop and submit to the competent authority for consideration and approval of the Plan for the 2026-2030 period.
+ Proactively develop management policies for transactions in e-commerce activities concerning export and import goods.
+ Continue to strengthen the dissemination, popularization, and guidance for businesses and citizens to enhance the spirit of legal compliance and consumer protection in the online space.
+ Intensify warning and guidance for consumers via e-commerce; inspect and strictly handle acts of smuggling, trade fraud, and selling counterfeit goods, goods infringing intellectual property rights.
+ Promote cross-border e-commerce activities to boost the export of Vietnamese goods meeting world standards.
- The Ministry of Information and Communications to cooperate with relevant ministries and agencies to study, propose amendments, and supplement legal provisions to strengthen sanctions, suspension, prevention, and revocation of licenses for activities violating laws related to e-commerce.
- The Ministry of Planning and Investment to take the lead, in cooperation with relevant Ministries and agencies to study, propose, and implement legal regulations on the management of specific business registrations concerning e-commerce activities and business models on digital platforms. Complete e-commerce statistics to specify trades, fields of e-commerce, and business models on digital platforms.
- The Ministry of Transport to take the lead, in cooperation with relevant Ministries and agencies to study, propose, and implement regulations in the field of transportation to enhance the management of transportation models and goods transport on digital platforms.
- The Ministry of National Defense to continue directing functional units to enhance state management measures for safeguarding national sovereignty in cyberspace, combating high-tech crime, contributing to ensuring national cyberspace security and safety; closely coordinate with relevant Ministries and agencies in combating smuggling and trade fraud in e-commerce activities.
- The Ministry of Public Security to take the lead, in cooperation with relevant ministries and agencies
+ Promote the deployment of electronic authentication services for e-commerce platforms, ensuring that all organizations, businesses, and individuals involved are authenticated when participating in the supply and exchange of goods on e-commerce platforms, to prevent tax loss and fraudulent activities.
+ Continue directing functional units to strengthen cybersecurity in e-commerce activities; implement preventative measures and strictly handle violators according to legal provisions.
