This is the content of Official Telegram 119/CD-TTg dated November 25, 2024, which continues to promote the strengthening of state management in e-commerce.
To further enhance and improve the effectiveness and efficiency of state management in the field of e-commerce, the Prime Minister of the Government of Vietnam requires:
- The Ministry of Finance of Vietnam to take the lead and cooperate with relevant ministries and agencies
+ Urgently submit to the Government of Vietnam the issuance of a decree amending and supplementing Decree 123/2020/ND-CP which regulates invoices and documents, while studying and proposing:
(i) Regulations allowing sellers to authorize e-commerce platforms to issue electronic invoices to buyers;
(ii) Regulations on the responsibilities of relevant ministries and agencies in cooperating with the Ministry of Finance to implement electronic invoice solutions for e-commerce activities.
+ Submit to the Government of Vietnam for consideration and issuance a decree on customs management of imported and exported goods transacted through e-commerce to more strictly manage import and export activities via e-commerce.
- The Ministry of Industry and Trade to take the lead and cooperate with relevant ministries and agencies
+ Continue to review the Commercial Law and related legal documents to promptly propose the construction, amendment, and supplementation of legal policies on e-commerce management.
+ Summarize and evaluate the implementation of the National E-commerce Development Master Plan for the period 2021-2025, based on which to study, develop, and submit for approval by competent authorities the plan for the period 2026-2030.
+ Proactively develop policies to manage transactions in e-commerce activities regarding export and import goods.
+ Continue to vigorously promote, disseminate, and guide businesses and citizens to enhance their compliance with the law and consumer protection in cyberspace.
+ Strengthen the warning activities and guide consumers through e-commerce; strictly inspect and handle acts of smuggling, commercial fraud, and selling counterfeit goods, goods infringing intellectual property rights.
+ Boost cross-border e-commerce activities to promote the export of qualified Vietnamese goods to the world.
